人才强国战略
改革开放以来,党和国家十分重视人才工作,培养造就了各个领域的大批优秀人才,为推动社会主义现代化建设事业发挥了重要作用。进入新世纪新阶段,党中央、国务院作出实施人才强国战略的重大决策。2002年5月,中央办公厅、国务院办公厅印发《2002办公厅、国年全国人才队伍建设规划纲要》,正式提出人才强国战略。2003年12月,党中央召开全国人才工作会议,对人才工作进行全面部署,推动实施人才强国战略。2007年党的十七大和2012年党的十八大都对实施人才强国战略作出部署。2017年10月,党的十九大提出坚定实施人才强国战略,强调人才是实现民族振兴、赢得国际竞争主动的战略资源。要坚持党管人才原则,聚天下英才而用之,加快建设人才强国。实施人才强国战略,就是要把人才队伍建设提升到国家战略高度,牢固树立人才资源是第一资源的观念,开创人才辈出、人尽其才的新局面,大力提升国家核心竞争力和综合国力,为全面建成小康社会和实现中华民族伟大复兴的中国梦提供重要保证。
Strategy to make China a talent-strong country
The CPC and the state have attached importance to human resources development since the late 1980s. A large number of outstanding personnel have emerged in various fields and become a driving force in China’s socialist modernization. A national strategy of making China talent-strong has been devised and implemented in the 21st century.
A national plan of action to develop a quality workforce (2002-2005) was released by the central authorities in May 2002, which included a strategy of invigorating the country through human resource development. In December 2003, a national work meeting on human resources made arrangements for speeding up the implementation of the strategy. Talent development was underscored at the Party’s 17th National Congress in 2007 and 18th in 2012. It was also incorporated in the report to the 19th CPC National Congress in 2017 as one of the seven strategies for completing the process of building a moderately prosperous society. The report stated, “People with talent are a strategic resource for China as it endeavors to achieve national rejuvenation and stay ahead in international competition. We must follow the principle of the Party exercising leadership over personnel, assemble the best minds across the land and draw fully on their expertise, and step up efforts to make China a talent-strong country.”
The strategy values human resources as of national importance. It underpins the vision that talent should be cherished as the primary resource, and encourages the creation of favorable conditions whereby talented people emerge in great numbers and put their talents to best use. This will help enhance China’s core competitiveness and composite strength, and guarantee the building of a moderately prosperous society and the realization of the Chinese Dream of national rejuvenation.
