中国特色大国外交
中国共产党是为中国人民谋幸福的政党,也是为人类进步事业而奋斗的政党。中国共产党始终把为人类做出新的更大的贡献作为自己的使命。2014年11月,习近平在中央外事工作会议上指出,中国必须有自己的特色大国外交,这是中央首次明确提出中国特色大国外交,因此有人把2014年称为中国大国外交的元年。党的十九大报告强调,中国特色大国外交要推动构建新型国际关系,推动构建人类命运共同体。为此,中国将高举和平、发展、合作、共赢的旗帜,推动建设互相尊重、公平正义、合作共赢的新型国际关系;呼吁各国人民同心协力,构建人类命运共同体,建设持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界;坚定奉行独立自主的和平外交政策,反对干涉别国内政,反对以强凌弱;中国绝不会以牺牲别国利益为代价来发展自己,也绝不放弃自己的正当权益,任何人不要幻想让中国吞下损害自身利益的苦果;奉行防御性的国防政策,中国发展不对任何国家构成威胁;积极发展全球伙伴关系,扩大同各国的利益交汇点;坚持对外开放的基本国策,坚持打开国门搞建设;秉持共商共建共享的全球治理观,倡导国际关系民主化;将继续发挥负责任大国作用,积极参与全球治理体系改革和建设,不断贡献中国智慧和力量。中国实施大国外交,根本一点就是不仅以中国观世界,也以世界观中国、以世界观世界,并在这种积极互动中展示具有鲜明中国特色的大国外交理念和外交实践。
Major country diplomacy with Chinese characteristics
The CPC is committed to improving the wellbeing of the people, and to advancing human progress. It has always been our mission to contribute to humanity’s progress. To this end, a proactive foreign policy that reflects China’s position as a major country with Chinese characteristics is critical, as Xi Jinping stated at the Central Committee’s foreign policy meeting in November 2014. The year 2014 was therefore called “the first year of China’s major country diplomacy.”
The report to the 19th CPC National Congress underlined the importance of such a policy and its role in building a new model of international relations and a community with a shared future for humanity.
China’s commitment to peace, development, cooperation, and mutual benefit remains unshaken, and the new model of international relations we envisage is based on mutual respect, fairness, justice, and cooperation for mutual benefit.
China calls on all countries and people all over the world to work together to build a community with a shared future for humanity, an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity.
China will never falter in its pursuit of an independent foreign policy of peace. It opposes any interference in the internal affairs of other countries or power politics that subjects the weak to bullying.
China will never pursue development at the expense of other countries’ interests; nor will China ever give up its legitimate rights and interests. No one should expect China to swallow anything that undermines its interests. China pursues a national defense policy that is in nature defensive. China’s development does not pose a threat to any other country.
China will continue to forge global partnerships that reflect and promote convergence of interests, and remain committed to an open-door policy in our development efforts. Guided by our vision for participatory global governance, we encourage greater democracy in international relations, and will actively participate in and contribute to global governance reform as a responsible member of the international community.
In pursuing its diplomacy as a major country, China looks at the world from its own angle, and views itself with a global vision, and promotes positive interactions with the rest of the world.
