全面从严治党

2014年12月,习近平总书记在江苏考察时,提出了“全面从严治党”的新要求,把管党治党提到前所未有的新高度。办好中国的事情,关键在党,关键在党要管党、从严治党。全面从严治党是解决党内存在的突出问题的迫切需要,是我们党立下的军令状。全面从严治党,核心是加强党的领导,基础在全面,关键在严,要害在治。“全面”就是管全党、治全党,面向八千多万党员、四百多万个党组织,覆盖党的建设各个领域、各个方面、各个部门,重点是抓住“关键少数”。“从严”就是真管真严、敢管敢严、长管长严。“治党”就是从党中央到省市县党委,从中央部委、国家机关部门党组(党委)到基层党支部,都要肩负起主体责任,党委书记要把抓好党建当作分内之事、必须担当的职责;各级纪委要担负起监督责任,勇于执纪问责。要着重从思想从严、管党从严、执纪从严、治吏从严、作风从严、反腐从严六个方面入手,把全面从严治党落实到思想建设、组织建设、作风建设、反腐倡廉建设、制度建设等各个方面。从严治党最根本的就是使全党各级组织和全体党员、干部按照党内政治生活准则和党的各项规定办事。全面从严治党,要坚持思想建党和制度治党紧密结合,全方位扎紧制度笼子,更多用制度治党、管权、治吏。把全面从严治党纳入“四个全面”战略布局,是新的历史条件下我们党应对世情国情党情变化的必然选择。

Comprehensively Enforcing Strict Party Self-Governance 

During an inspection tour in Jiangsu Province in December, 2014, General Secretary Xi Jinping first raised the new demand for "strict Party self-governance in all respects". This elevated the Party's management and self-governance to an unprecedented level of importance. The key to managing affairs well in China is the Party – having the Party manage itself well and discipline itself strictly. This is urgently needed if the Party is to resolve significant internal issues, and it has issued a call for action which must obeyed. Strong Party leadership is central to this task; being thorough is fundamental; strictness is key, and discipline is crucial. 

"In all respects" means management and discipline should be imposed on the whole Party, on its 80 million members and on its four million organizations; this should encompass all aspects of Party development, all sectors and all departments, and the focus should be on the "critical minority". 

"Strict" means genuine, bold and sustained management and discipline. "Self-governance of the Party" means that the entire Party, from the Central Committee to Party committees at the provincial, municipal and county levels, from central Party organizations and groups in national government agencies to branches at grassroots levels, must assume their primary responsibilities; Party secretaries must treat Party development as their duty; Party discipline commissions at all levels must be responsible for supervision, be sure to impose discipline, and hold people accountable. 

This should be approached from six angles: strict ideology, strict Party management, strict discipline enforcement, strict oversight of officials, strict working practices, strict action against corruption, and strict institutional development. Strict self-governance in all respects should be implemented in ideological and organizational work, in the development of work practices, in anti-corruption work and in institutional development. Most basic of all, Party organizations at all levels and all Party members and officials must abide by the Party's guidelines on internal political conduct and its various rules. Having strict Party self-governance in all respects requires closely integrating ideological Party-building with institutional Party governance; it requires an all-round tightening of institutional constraints and a greater use of institutional oversight over the Party, over authority, and over officials. 

Making strict Party self-governance part of the Four-pronged Strategy was an essential choice for decision made by the Party in order to deal with changes both within itself and in the world under the new historical conditions.
