“三严三实”专题教育

“三严三实”是习近平对各级领导干部改进作风提出的要求,即严以修身、严以用权、严以律己,谋事要实、创业要实、做人要实。2015年4月19日,中共中央办公厅印发了《关于在县处级以上领导干部中开展“三严三实”专题教育方案》,对2015年在县处级以上领导干部中开展“三严三实”专题教育作出安排。严以修身,就是要加强党性修养,坚定理想信念,提升道德境界,追求高尚情操,自觉远离低级趣味、自觉抵制歪风邪气。严以用权,就是要坚持用权为民,按规则、按制度行使权力,把权力关进制度的笼子里,任何时候都不搞特权、不以权谋私。严以律己,就是要心存敬畏、勤于自省,遵守党纪国法。谋事要实,就是要从实际出发谋划事业和工作,使点子、政策、方案符合实际情况、符合客观规律、符合科学精神,不好高骛远,不脱离实际。创业要实,就是要脚踏实地、真抓实干,敢于担当责任,勇于直面矛盾,善于解决问题,努力创造经得起实践、人民、历史检验的实绩。做人要实,就是要做老实人、说老实话、干老实事。通过专题教育,推动了政治生态改善,使全面从严治党的氛围更加浓厚、领导干部的标杆作用更加明显。

Special Education Program of the Three Guidelines for Ethical Behavior and Three Basic Rules of Conduct

Three Guidelines for Ethical Behavior and Three Basic Rules of Conduct were expectations of leading officials at all levels set by Xi Jinping. They call upon officials to be strict with themselves in self-cultivation, in the exercise of power, and in self-discipline, and act in good faith when performing official duties, taking initiatives, and interacting with others. On April 19, 2015, the General Office of the CPC Central Committee issued the "Program for educating leading officials at the county level and above on the Three Guidelines for Ethical Behavior and Three Basic Rules of Conduct", and made plans for its implementation in 2015. 

Guideline for self-cultivation means enhancing Party members' awareness of the Party's expectations, firmly supporting their ideals and beliefs, raising their ethical standards, pursuing noble values, self-consciously avoiding vulgarity, and consciously resisting unhealthy practices and negative influences.

Guideline for the exercise of power means always using power to serve the people, always exercising power according to rules and institutional procedures, keeping the power within the confines of an institutional cage, and never seeking special privileges or using it for personal gain.

Guideline for self-discipline means holding in awe and veneration, being diligent in self-examination and strictly abiding by Party discipline and state laws.

Rule of conduct when performing official duties means basing plans on reality, so that ideas, policies and programs are appropriate to actual conditions, accord with objective laws and the scientific spirit, and are neither overly ambitious nor detached from reality.

Rule of conduct when taking initiatives means being firmly grounded, taking real action, daring to be held accountable, confronting problems directly, being adept at solving them, and striving to produce results that are workable, acceptable to the people and can stand the test of time. 

Rule of conduct when interacting with others means being an honest person who speaks and acts honestly. 

This special education program improved the political environment, fostered a more intense atmosphere of strict Party self-governance, and better leveraged the role of leading officials.
