“四有”干部

“四有”干部是指“心中有党、心中有民、心中有责、心中有戒”的党员干部。这一提法,来自于2015年1月12日,习近平在同中央党校县委书记研修班学员进行座谈时的重要讲话。心中有党是指党员干部对党忠诚、信念坚定,严守政治纪律,自觉同党中央保持高度一致,自觉维护党中央权威;心中有民强调的是党员的全心全意为人民服务的宗旨意识,要亲民、爱民、为民,树立良好作风,做到心系群众、为民造福;心中有责指的是党员干部要履职尽责、勇于担当,奋发有为;心中有戒,指的是严守党纪国法,牢记规章制度,廉洁自律、自觉弘扬和践行社会主义核心价值观,做到心有所畏、言有所戒、行有所止。做“四有”干部虽然是对县委书记提出的要求,但适用于所有党员领导干部。

The "Four Things" Officials Should Keep in Mind

Officials who are Party members should keep four things in mind: the Party, the people, their duties, and things to guard against. This expression derives from an important speech given by Xi Jinping on January 12, 2015, during a discussion with county-level Party secretaries attending a seminar at the Central Party School. 

"Keeping the Party in mind" means that Party officials should be loyal to the Party, firm in their beliefs, rigorous in their observance of political discipline, and self-aware in staying closely aligned with the Central Committee and in upholding its authority. 

"Keeping the people in mind" means that Party members must be aware of their mission to serve the people wholeheartedly. They must stay close to the people, care about them, serve them, set an example of good conduct for them, keep them in their hearts, and do their best for them. 

"Keeping their duties in mind" means that Party officials must live up to their responsibilities, be willing to take on assignments and be eager to get things done. 

"Keeping things to guard against in mind" means that they should strictly observe Party discipline and state law, remember regulations and institutions, be incorruptible and self-disciplined, and consciously promote and practice socialist core values, so that they know what they should be mindful of and understand the limits of what they can say and do. 

Although these "four things" were expectations set for county-level Party secretaries, they are applicable to all leading officials who are Party members.
