五大发展理念
2015年10月26日至29日,中共十八届五中全会,首次提出了“创新、协调、绿色、开放、共享”的五大发展理念。发展是一个不断变化的进程,发展环境不会一成不变,发展条件不会一成不变,发展理念自然也不会一成不变。创新、协调、绿色、开放、共享的发展理念不是凭空得来的,而是在深刻总结国内外发展经验教训、分析国内外发展大势的基础上形成的,也是针对我国发展中的突出矛盾和问题提出来的,集中反映了中国共产党对我国发展规律的新认识。新发展理念,深刻揭示了实现更高质量、更有效率、更加公平、更可持续发展的必由之路,是关系我国发展全局的一场深刻变革。创新发展注重的是解决中国发展的动力问题,协调发展注重的是解决中国发展中的不平衡问题,绿色发展注重的是解决人与自然和谐相处的问题,开放发展注重的是解决中国发展内外联动的问题,共享发展注重的是解决社会公平正义问题。
五大发展理念,集中体现了中国“十三五”乃至更长时期的发展思路、发展方向、发展着力点,是管全局、管根本、管长远的导向。五大发展理念相互贯通、相互促进,是具有内在联系的集合体,哪一个发展理念贯彻不到位,发展进程都会受到影响。
Five Concepts for Development
At its fifth plenary session from October 26 to 29, 2015, the 18th CPC Central Committee called for "development that is innovative, coordinated, green, open, and inclusive". Development as a process is evolving, and so are the environment, conditions and concept for development. These concepts for development did not emerge from thin air. They are based on thorough reviews of development experiences at home and abroad, and also an assessment of the major trends in development. They were developed in response to prominent conflicts and issues in China's development and embody the CPC's deeper understanding of the laws of development.
The five new concepts represent a profound transformation in the way China pursues its development as they present a path that China must take to achieve a development that is effective, efficient, fair, and sustainable. Innovative development focuses on developing new drivers for China's development; coordinated development addresses imbalances in development; green development highlights the importance of harmony between man and nature; open development means pursuing development in the context of a closer relationship with the rest of the world; and inclusive development is aimed at promoting social equity and justice.
The five concepts for development, in a very succinct manner, present the theories, course of action, and priorities for China's development in the 13th Five-year Plan period, and for many years to come, They will serve as guide to China as it pursues development in all respects with its fundamental and long-term goals. The five concepts form an integral whole with mutually complementing components, and the development process would suffer serious harm if any of them is not properly managed.
