深入推进“一国两制”实践

“一国两制”的基本内容是:在一个中国的前提下,国家的主体坚持社会主义制度;香港、澳门、台湾是中华人民共和国不可分离的部分,它们作为特别行政区保持原有的资本主义制度长期不变。在国际上代表中国的,只能是中华人民共和国。“一国两制”是中国的一个伟大创举,是中华民族为世界和平与发展作出的新贡献。习近平在庆祝澳门回归祖国15周年大会暨澳门特别行政区第四届政府就职典礼、庆祝香港回归祖国20周年大会暨香港特别行政区第五届政府就职典礼等重要场合,对深入推进“一国两制”实践作出了重要综述。继续推进“一国两制”事业,是中央政府、特别行政区政府和包括港澳同胞在内的全国各族人民的共同使命。中央贯彻“一国两制”方针坚持两点,一是坚定不移,不会变、不动摇;二是全面准确,确保“一国两制”在港澳的实践不走样、不变形,始终沿着正确方向前进。事实证明,“一国两制”在港澳的实践已经取得了举世公认的成功。当然,作为一项前无古人的开创性事业,“一国两制”的实践不会一帆风顺,需要在实践中不断探索。

Advancing the "One Country, Two Systems" Policy

The fundamental principle of the "one country, two systems" policy is that under the premise of one China, Hong Kong, Macao and Taiwan, which are inseparable parts of the People's Republic of China, maintain their existing system of capitalism for a prolonged period of time as special administrative regions, while socialism is the prevailing system of the mainland. Internationally, however, the PRC alone represents China. 

"One country, two systems" is a remarkable Chinese creation and an important contribution that China has made to world peace and development. Xi Jinping made important observations on furthering the practice of "one country, two systems" on the occasion of two important events: the 15th anniversary of the return of Macao to China and the inaugural ceremony of the fourth administration of the Macao Special Administrative Region, and the 20th anniversary of Hong Kong's return and the inaugural ceremony of the fifth administration of the Hong Kong Special Administrative Region. 

To advance the "one country, two systems" policy is the common mission of the central government, the administrations of the two special administrative regions, and the entire Chinese people including the people of Hong Kong and Macao. 

The central government follows two principles as it implements the "one country, two systems" policy: First, it remains committed to the policy and it will never change or waver on its position. Second, the policy must be implemented exactly as it is, in the right direction, without any distortion. It has been proven that the "one country, two systems" policy in Hong Kong and Macao is a success, and this has been widely recognized by the international community. As a groundbreaking endeavor that is unprecedented in history, it will not be smooth sailing, and there will be much to learn on the way ahead.
