构建新型国际关系
2013年3月,习近平在莫斯科国际关系学院演讲时提出,“各国应该共同推动建立以合作共赢为核心的新型国际关系”。当今世界正在发生深刻复杂的变化,和平、发展、合作、共赢的时代潮流更加强劲,但维护世界和平、促进共同发展,依然任重道远。今天的人类比以往任何时候都更有条件朝和平与发展的目标迈进,而合作共赢就是实现这一目标的现实途径。中国倡导建立合作共赢的新型国际关系,核心是维护联合国宪章的宗旨和原则,维护不干涉内政和尊重国家主权、独立、领土完整等国际关系基本准则,维护联合国及其安理会对世界和平承担的首要责任,开展对话和合作,而不是对抗;实现双赢和共赢,而不是单赢。构建以合作共赢为核心的新型国际关系,需要建立平等相待、互商互谅的伙伴关系,营造公道正义、共建共享的安全格局,谋求开放创新、包容互惠的发展前景,促进和而不同、兼收并蓄的文明交流,构筑尊崇自然、绿色发展的生态体系。构建新型国际关系,必须坚持和平发展,摒弃强权和战争;必须遵循多边主义,推进国际关系民主化和法治化;必须改革完善全球经济治理,建设开放型世界经济;必须建立新型全球发展伙伴关系,让发展成果公平惠及地球每个角落。
Building a New Model of International Relations
In his speech at the Moscow State Institute of International Relations in March 2013, Xi Jinping pointed to the need for all countries to join together and build a new model of international relations based on cooperation for the benefit of all. In today’s fast-evolving and increasingly complex world, the momentum for peace, development, and cooperation in search of win-win results is getting stronger, but maintaining world peace and promoting common development remains an arduous task. We are in a better position today than ever before to pursue our peace and development goals, but these goals can be achieved only through cooperation.
China’s proposal for a new model of international relations is premised on the imperative of upholding the purposes and principles of the UN Charter, including the principles of non-interference in other countries’ internal affairs, and respect for their sovereignty, independence and territorial integrity. It is essential in this regard to ensure that the UN and the Security Council play a central role in maintaining world peace. In pursuit of win-win results we should pursue dialogue and cooperation rather than confrontation.
To build a new model of international relations, the international community must forge partnerships based on equality, consultation and mutual understanding, create a security architecture that is fair, just, and shared by all, pursue open, innovative, and inclusive development that benefits all, increase inter-civilizational exchanges that promote harmony in diversity and are mutually enriching, and encourage ecological conservation and protection, always putting Mother Nature and green development first.
To this end, we must be unwavering in our resolve to seek peaceful development, reject power politics and war, uphold multilateralism, and promote democracy and the rule of law in international relations. There must be continued efforts to reform and improve the global economic governance structure, build an open global economy, create a new-type development partnership, and share more widely the benefits derived from development initiatives.
