社会主义生态文明观
人与自然是生命共同体,人类必须尊重自然、顺应自然、保护自然。人类只有遵循自然规律才能有效防止在开发利用自然上走弯路,人类对大自然的伤害最终会伤及人类自身,这是无法抗拒的规律。中共十七大报告指出了生态文明的建设目标。中共十八大指出,社会主义生态文明必须尊重并保护自然,始终贯彻节约保护、自然恢复的方针。中共十九大报告提出建设生态文明是中华民族永续发展的千年大计。中国要建设的现代化是人与自然和谐共生的现代化,既要创造更多物质财富和精神财富以满足人民日益增长的美好生活需要,也要提供更多优质生态产品以满足人民日益增长的优美生态环境需要。必须坚持节约优先、保护优先、自然恢复为主的方针,形成节约资源和保护环境的空间格局、产业结构、生产方式、生活方式,还自然以宁静、和谐、美丽。坚持人与自然和谐共生,必须树立和践行绿水青山就是金山银山的理念,坚持节约资源和保护环境的基本国策,像对待生命一样对待生态环境,统筹山水林田湖草系统治理,实行最严格的生态环境保护制度,形成绿色发展方式和生活方式,坚定走生产发展、生活富裕、生态良好的文明发展道路,建设美丽中国,为人民创造良好生产生活环境,为全球生态安全作出贡献。
A Socialist Approach to Environmental Protection
Man and nature form a community of life; we, as human beings, must respect nature, follow its laws, and protect it. Only by observing the laws of nature in its exploitation can humankind avoid costly blunders. Any harm we inflict on nature will eventually return to haunt us. This is a reality we have to face.
The report to the 17th CPC National Congress set the goal of developing a conservation culture. The 18th CPC National Congress highlighted the need to respect and protect nature, remain committed to resources conservation and environmental protection, and promote natural restoration of the environment so as to ensure socialist ecological progress.
The report to the 19th CPC National Congress pointed out that promoting ecological progress is vital to sustain the Chinese nation's development. The modernization that we pursue is one characterized by harmonious coexistence between man and nature. In addition to creating more material and cultural wealth to meet people's increasing needs for a better life, we must also provide more quality ecological goods to meet their growing demands for a beautiful environment. Acting on the principles of prioritizing resource conservation and environmental protection and letting nature restore itself, we should develop spatial layouts, industrial structures, and ways of work and life that help conserve resources and protect the environment. With this, we can restore the serenity, harmony, and beauty of nature.
We must realize that lucid waters and lush mountains are invaluable assets, and act on this understanding. We must implement our fundamental national policy of conserving resources and protecting the environment, and cherish the environment as we cherish our own lives. We will adopt a holistic approach to conserving our mountains, rivers, forests, farmlands, lakes, and grasslands, implement the strictest possible systems for environmental protection, and develop eco-friendly growth models and ways of life.
We must pursue a model of sustainable development featuring increased output, higher living standards, and healthy ecosystems. We must continue the Beautiful China initiative to create good working and living environments for our people and play our part in ensuring global ecological security.
