长江经济带
2016年3月25日,中央政治局召开会议,审议通过了《长江经济带发展规划纲要》。长江经济带涉及11个省市,即上海、江苏、浙江、安徽、江西、湖北、湖南、重庆、四川、云南和贵州。发展长江经济带的导向是"共抓大保护、不搞大开发"。推动长江经济带发展的目标是:到2020年,生态环境明显改善,水资源得到有效保护和合理利用;长江黄金水道瓶颈制约有效疏畅、功能显著提升;创新驱动取得重大进展,培育形成一批世界级的企业和产业集群,参与国际竞争的能力显著增强;基本形成陆海统筹、双向开放,与"一带一路"建设深度融合的全方位对外开放新格局;发展的统筹度和整体性、协调性、可持续性进一步增强;重点领域和关键环节改革取得重要进展,协调统一、运行高效的长江流域管理体制全面建立,统一开放的现代市场体系基本建立;经济发展质量和效益大幅提升,基本形成引领全国经济社会发展的战略支撑带。到2030年,水环境和水生态质量全面改善,生态系统功能显著增强,水脉畅通、功能完备的长江全流域黄金水道全面建成,创新型现代产业体系全面建立,上中下游一体化发展格局全面形成,生态环境更加美好、经济发展更具活力、人民生活更加殷实,在全国经济社会发展中发挥更加重要的示范引领和战略支撑作用。
The Yangtze Economic Belt
At its meeting on March 25, 2016, the Political Bureau of the CPC Central Committee approved the Guidelines for Development Along the Yangtze Economic Belt, which covers 11 provinces and municipalities - Shanghai, Jiangsu, Zhejiang, Anhui, Jiangxi, Hubei, Hunan, Chongqing, Sichuan, Yunnan and Guizhou. The principle to be followed is promoting well-coordinated environmental conservation and avoiding excessive development.
The Guidelines set the following goals to be achieved by 2020:
marked improvement in environment, with effective protection and proper use of water resources;
more efficient utilization of the Yangtze River waterway, with major constraints removed and transportation capacity enhanced;
significant progress in innovation-driven growth as a large number of world-class businesses and industrial clusters take shape, with enhanced capability to compete in international markets;
greater openness to the outside world on all fronts, with overall planning for regional and marine economic activities, emphasis on both domestic and international markets, and close integration with efforts in the Belt and Road Initiative;
greater coordination and sustainability, with development activities in different areas well-planned and properly implemented;
significant progress in reform in key areas, with a well-coordinated and efficient management system and an open and unified market for the Yangtze River basin; and
considerable qualitative improvement in economic development, with an initial capacity established that will allow the region to provide important support to national economic and social development.
In addition, the Guidelines also set the goals for 2030:
overall improvement in the quality of water environment and the aquatic ecosystem;
markedly enhanced ecological functions;
completion of the development of the Yangtze River with navigable rivers and waterways;
an innovation-intensive industrial system;
integrated development in the upper, middle and lower reaches of the Yangtze River;
a better environment and dynamic economic activities;
higher living standards; and
a stronger position for the region to play a role of pilot and provide important support to national economic and social development.
