"两学一做"学习教育

2016年2月,中共中央办公厅印发了《关于在全体党员中开展"学党章党规、学系列讲话,做合格党员"学习教育方案》,决定在全体党员中开展"两学一做"学习教育,以"学党章党规、学系列讲话,做合格党员"为主要内容,以尊崇党章、遵守党规为基本要求,以用习近平系列重要讲话精神武装全党为根本任务,强调"基础在学、关键在做",着力解决党员队伍在思想、组织、作风、纪律等方面存在的突出问题。2017年3月,中办印发《关于推进"两学一做"学习教育常态化制度化的意见》,持续推动全面从严治党突出"关键少数"并向基层延伸,使"两学一做"成为党员教育的基本内容。开展"两学一做"学习教育,是加强中国共产党思想政治建设的一项重大部署,是面向全体党员深化党内教育的重要实践,是推动全面从严治党向基层延伸的重要举措。

"Two Studies and One Action" Education Campaign

In February 2016, the General Office of the CPC Central Committee decided to start a campaign to educate all Party members in the "Two Studies and One Action." Party members were required to "study the Party Constitution and rules, and speeches of Xi Jinping, and become qualified Party members."

The basic requirement was that Party members respect the Party Constitution and obey its rules, and that the entire Party takes its essential task to be drawing inner strength from Xi Jinping's most important speeches. In stressing that "the prerequisite is study, and the key is action," it focused on resolving some of the major ideological, organizational, behavioral and disciplinary problems among Party members.

In March 2017, the General Office distributed its Opinion on Institutionalizing Education on the "Two Studies and One Action." It will target the "key few" officials at important positions and extend this work to the grassroots, while continuing to comprehensively promote strict Party self-governance, and make the "Two Studies and One Action" part of the basic education of Party members. Promoting such education is an important part of the plan to strengthen Party ideology, an important way for the Party to reinforce internal Party education for its members, and an important measure for extending comprehensive strict Party self-governance down to the grassroots.
