人民当家作主是社会主义民主政治的本质特征。中国是工人阶级领导的、以工农联盟为基础的人民民主专政的社会主义国家,国家一切权力属于人民。习近平指出,中国社会主义民主是维护人民根本利益的最广泛、最真实、最管用的民主。发展社会主义民主政治就是要体现人民意志、保障人民权益、激发人民创造活力,用制度体系保证人民当家作主。
中国共产党从成立之日起就以实现人民当家作主为己任,团结带领中国人民进行新民主主义革命,为争取民族独立、人民解放,实现人民当家作主不懈奋斗。新中国成立后,中国共产党领导人民建立了人民当家作主的国家政权,进行了广泛的民主实践,实现了中国从几千年封建专制政治向人民民主的伟大飞跃,开辟了人民当家作主的历史新纪元。改革开放40多年来特别是中共十八大以来,中国特色社会主义政治发展道路越走越宽广,人民当家作主的制度保障越来越健全,社会主义民主的优越性更加充分地展示出来。
党政军机关、企事业单位开展定点扶贫,是中国特色扶贫开发事业的重要组成部分,也是中国政治优势和制度优势的重要体现。
Institutional Strengths
That the people are masters of the country is an essential feature of socialist democracy. China is a socialist country of people’s democratic dictatorship under the leadership of the working class and based on an alliance of workers and farmers, and it is a country where all power of the state belongs to the people. As Xi Jinping says, China’s socialist democracy is the broadest, most genuine, and most effective democracy to safeguard the fundamental interests of the people. The very purpose of developing socialist democracy is to give full expression to the will of the people, protect their rights and interests, spark their creativity, and provide systemic and institutional guarantees to ensure that the people run the country.
From the very beginning, the CPC has striven to ensure the position of the people as masters of the country. It united and led the Chinese people in the New Democratic Revolution in pursuit of national independence and liberation and making the people masters of the country.
After the People’s Republic was founded in 1949, the CPC led the people in establishing a state power with the people as masters of the country and building extensive democracy, thus realizing China’s great transition from a millennia-old feudal autocracy to a people’s democracy.
Since the late 1970s when China began reform and opening up, and especially since 2012, socialist democracy with Chinese features has advanced on a broad front. Institutions to ensure the people’s position as masters of the country have been improved, and socialist democracy is demonstrating its great strengths.
The practice of having CPC and government departments, the military, enterprises and public institutions paired up with poor counties to provide assistance to the latter is an important part of China’s poverty elimination campaign. It demonstrates the political and institutional strengths of China.
