城乡建设用地增减挂钩
城乡建设用地增减挂钩是土地利用的一大政策工具。这项政策在促进节约集约用地和城乡统筹发展中发挥了重要作用。所谓城乡建设用地增减挂钩,是指依据土地利用总体规划,将若干拟整理复垦为耕地的农村建设用地地块(即拆旧地块)和拟用于城镇建设的地块(即新建地块)等面积共同组成建新拆旧项目区(以下简称项目区),通过建新拆旧和土地整理复垦等措施,在保证项目区内各类土地面积平衡的基础上,最终实现增加耕地有效面积,提高耕地质量,节约集约利用建设用地,更合理布局城乡用地的目标。
近年来,为支持扶贫开发,增减挂钩政策先后两次拓展范围,允许集中连片特困地区、国家级贫困县,以及省级贫困县的节余指标在省域内流转使用,这为贫困地区脱贫攻坚拓展了资金来源,有力推动了农村人居环境整治,促进了城乡公共服务均等化和区域均衡发展。
Exchanging Newly Added Cropland Quotas with the Land for Construction
China has created a policy tool that links newly added cropland quotas with the amount of land used for urban and rural construction. This helps support efficient use of land and integrated urban-rural development.
According to the overall plan on land use, the total area of the plots of land previously used for rural construction and now re-designated for farming and that of the land to be used for urban construction will be kept in balance, so as to ensure additional arable land with improved soil, efficient usage of construction land, and a rational configuration of urban and rural land.
In recent years, this policy has twice expanded in scope, and now allows the surplus quotas produced by the contiguous areas of extreme poverty, priority counties in national poverty alleviation, and provincial poor counties to be adjusted across provinces. The profits will be used to fight poverty and improve the rural living environment, equalize urban-rural access to public services, and balance regional development.
