获得感

获得感是指人们在收获某种物质或精神利益后而产生的满足感。2015年2月27日,习近平在中央全面深化改革领导小组第十次会议上首提这一概念。他指出,处理好改革“最先一公里”和“最后一公里”的关系,突破“中梗阻”,防止不作为,把改革方案的含金量充分展示出来,让人民群众有更多获得感。

获得感强调的是一种实实在在的客观“得到”,是“看得见、摸得着的实惠”,既包括物质方面,也包括精神方面。获得感的提出,使人民得到的利益有了进行指标衡量的可能,得到了人民群众的积极响应。“让人民群众有更多获得感”的提出,体现了中共十八大以来以习近平同志为核心的党中央立党为公、执政为民的宗旨意识,体现了坚持以人民为中心的发展思想,体现了社会建设要坚持共建共享的基本原则,体现了改革创新要以增进民生福祉为目标的价值导向。

A Sense of Gain

A “sense of gain” is the sense of satisfaction that people derive from obtaining some material or non-material gain. Xi Jinping raised this idea at the 10th meeting of the Leading Group for Further Reform Under the CPC Central Committee held on February 27, 2015. He demanded that the relationship between “the first mile” and “the last mile” of reform – the initiation and the implementation – be handled properly, removing obstacles, preventing nonfeasance, and demonstrating the highlights of reform plans, so as to give the people a stronger sense of gain.

A “sense of gain” emphasizes actual objective “gains,” both material and non-material. This term made possible the use of measurable indicators of the gains obtained by the people, and received positive public response. 

The suggestion to “enable the people to have a stronger sense of gain” demonstrates the CPC’s commitment to its mission to serve the public and govern for the people, and its adherence to the people-centered approach to development. It demonstrates the fundamental principle that society must be built by all and to be enjoyed by all, and the guiding value that the aim of reform and innovation is to improve the wellbeing of the people.
