干部轮训
精准扶贫不仅要使广大贫困群众早日精准脱贫,更要在精准扶贫的实践中培养和锻炼各级干部,改善基层治理。习近平曾对脱贫攻坚工作作出重要指示:“基层一线扶贫工作者是脱贫攻坚的生力军,对他们要在政治上关心、工作上支持、生活上保障,支持他们在脱贫攻坚战场上奋发有为、大显身手。”干部扶贫培训正是支持扶贫工作者奋发作为的重要途径,一条标本兼顾的干部培养道路,是如期打赢脱贫攻坚战的现实需要,同样也是国家治理体系现代化的需要。
为此,要突出抓好各级扶贫干部的学习培训。对县级以上领导干部,重点是提高思想认识,引导树立正确政绩观,掌握精准脱贫方法论,培养研究攻坚问题、解决攻坚难题的能力。对基层干部,重点是提高实际能力,培育懂扶贫、会帮扶、作风硬的扶贫干部队伍。要吸引各类人才参与脱贫攻坚和农村发展,关心爱护基层一线扶贫干部,激励他们为打好脱贫攻坚战努力工作。
Rotation Training of Officials
While providing assistance to the poor, targeted poverty alleviation also offers a broad arena to test officials at all levels and improve community governance.
Xi Jinping has stated, “The frontline workers in the battle against poverty are the main forces. We should give them political care, support their work, guarantee their living conditions, and encourage them to distinguish themselves on the front line.” Training is a way to give them great support. Training is also needed to ensure victory over poverty and to modernize China’s state governance.
To this end, training must be well designed and well organized. Officials at county level and above will be guided to raise their theoretical understanding, foster a correct view of performance, learn to apply the methods of targeted poverty elimination, and increase their capacity for analyzing and tackling difficult problems. Community workers must improve their skills so that they understand poverty alleviation well, are able to offer proper assistance, and are strongly disciplined. More people will be encouraged to engage in poverty elimination and rural development, and community workers will receive good care and be motivated to work hard at the front line.
