全面推进基层建设
基层是部队全部工作和战斗力的基础。2015年1月,习近平视察驻昆明部队时指出,要坚持扭住党的组织抓基层,扭住战备训练抓基层,扭住官兵主体抓基层,扭住厉行法治抓基层。2019年11月,习近平在中央军委基层建设会议上强调,全面锻造听党话、跟党走的过硬基层,能打仗、打胜仗的过硬基层,法纪严、风气正的过硬基层,为推进强军事业提供坚实基础和支撑。
按照《军队基层建设纲要》全面推进基层建设,主要包括:在基层党组织建设上用劲,提高解决自身问题、领导部队全面建设和带领官兵遂行任务的能力,增强党组织创造力、凝聚力、战斗力;围绕战备训练开展基层工作,深入开展岗位练兵、比武竞赛等活动,加强战斗精神培育,营造练兵打仗的浓厚氛围;尊重官兵主体地位和首创精神,加强部队政治民主、经济民主、军事民主“三大民主”建设,增强基层内生动力和工作主动性,紧紧依靠官兵把基层建设好;按照条令条例规范基层建设,狠抓经常性思想工作和经常性管理工作落实,营造风清气正的良好环境,把依法治军作为基层建设的基本方式确立起来,保持部队正规秩序和安全稳定。
A Focus on Primary-Level Units
Primary-level units are the military’s bedrock. While inspecting troops stationed in Kunming of Yunnan Province in January 2015, Xi Jinping reaffirmed the need to strengthen primary-level units with focus on their Party organizations, combat readiness, military training, personnel development, and implementation of rules and regulations. Addressing a CMC meeting in November 2019, Xi Jinping emphasized the importance of improving the quality of the primary-level units in areas including political awareness and loyalty to the Party, combat skills and abilities, legal compliance, and moral integrity, so as to provide a solid basis for building a strong military.
The Outlines on Strengthening Primary-level Military Units call for:
•strengthening Party organizations at the primary level, by addressing issues faced by these organizations, especially strengthening their effectiveness and ability to generate innovative ideas and mobilize efforts around the Party’s objectives;
•stepping up military training, including function-specific training and organization of combat skills contests, cultivating a strong fighting spirit, and developing an inspiring military culture;
•building a sense of ownership among all service members and promoting democratic practices in all aspects of military life to encourage the rank and file to realize their full potential; and
•strengthening compliance with rules and regulations and political ethics education at the primary level to create an environment that rewards integrity, and implementing law-based governance measures to build well-disciplined and stable troops.
