军队法治建设,主要包括军事立法、军事执法、军事司法、军事守法普法等各领域的建设活动,涉及军队建设发展方方面面。深入推进新时代军队法治建设,必须紧紧围绕党在新时代的强军目标,着眼全面加强革命化现代化正规化建设,坚持党对人民军队的绝对领导,坚持战斗力标准,坚持官兵主体地位,坚持依法和从严相统一,坚持法治建设和思想政治建设相结合,创新发展依法治军理论和实践,构建完善的中国特色军事法治体系,提高国防和军队建设法治化水平。

Governing the Military in Accordance with Law

Measures to strengthen law-based governance over the military include, inter alia, development of military laws, law enforcement, implementation of the military justice system, and legal awareness training. These measures are implemented to support the Party’s goal of building a strong military in the new era, with a view to strengthening the military’s political ethics, modernization initiatives, and organizational structure. They contribute to ensuring the Party’s absolute leadership over the military and the development of the military’s combat capabilities. Implementation of these measures relies on all service members. Compliance with laws and regulations is enhanced through appropriate enforcement mechanisms. Promotion of the rule of law within the military goes in tandem with political ethics education, theoretical development and practices applicable to a military context to put in place an updated military legal system with Chinese features and strengthen the military’s law-based fabric.
