军事采购国际招标

军事采购国际招标是军队为满足建设发展需要,由军队采购机构或者委托国际招标代理机构,按照规定的程序和组织方法,在国际范围内吸引潜在供应商参与竞争,从中择优选定供应商的采购方式。组织军事采购国际招标,既是适应中国加入WTO政府采购协定(GPA)的必然要求,也是提升军事采购保障效益的有效途径,能够有效促进军事采购公平竞争,丰富军事采购保障资源。自1998年以来,中国军事采购国际招标发展迅速,组织程序和手段机制不断成熟完善,国际招标的范围和规模不断扩大,越来越多的跨国公司积极参与中国军事采购国际招标活动。

International Defense Tenders

International defense tenders are necessary to meet the military’s needs. Tenders are conducted by military procurement offices or through international agents according to established procedures and rules, to invite potential international suppliers to bid and to award contracts to the most competitive bidders. 

International tendering is required under the World Trade Organization’s Government Procurement Agreement to which China is a party. It also helps build a cost-effective military procurement system. Fair competition better ensures efficient acquisition of necessary material and services. Since 1998, international tenders have been increasing in defense-related procurement. Tender procedures and mechanisms have steadily improved. The expanding use of global tenders has attracted an increasing number of multinational corporations to bid for China’s defense contracts.
