建设联合、精干、高效的后勤

2016年11月,习近平在中央军委后勤工作会议上强调,着力建设一切为了打仗的后勤,建设联合、精干、高效的后勤。中国军队贯彻落实这一要求,重塑后勤体系,着眼合成化、模块化、体系化、战斗化,推进保障要素合起来、保障模式联起来、保障方式动起来,加快后勤融入联合作战体系步伐。

2016年9月13日,中央军委联勤保障部队成立。其后逐步建立起以联勤保障部队为主干、军种为补充,统分结合、通专两线的保障体制,构建了以战略战役力量为主干、队属力量为补充、社会保障为依托,联合、精干、高效的后勤力量体系,初步形成快速响应、全维参战、精确保障能力,走开精兵保障、精锐制胜之路。

Joint, Capable, and Efficient Logistic Support

Addressing a CMC meeting on logistic support in November 2016, Xi Jinping emphasized the need to build joint, capable and efficient logistic support capabilities ready for war. 

Measures in this regard are being implemented to build a combined logistics system that integrates related capabilities in a systematic manner, offers modular solutions, supports readiness for war, and ensures coordination and incorporation of logistics services into joint operations systems. 

On September 13, 2016, the CMC established a joint logistic support force. A support mechanism was put in place to combine centralized and decentralized support, as well as general and special-purpose supplies, with the Joint Logistic Support Force (PLAJLSF) as the backbone and service logistics units as supplements. Efforts were also made to build a joint, capable and efficient logistics force structure with the strategic and campaign level logistics units as the main force, branch-affiliated units as the support, and civil resources as supplements. Preliminary results have shown in developing a targeted, streamlined and combat-oriented logistic capability able to respond rapidly.
