军委主席负责制
军委主席负责制是坚持党对人民军队的绝对领导的根本制度和根本实现形式,是中国共产党在实践中探索建立的党和国家相统一的最高军事领导体制,是中国特色社会主义政治制度和军事制度的重要组成部分。
1982年《中华人民共和国宪法》规定,“中央军事委员会实行主席负责制”。2017年10月,中国共产党第十九次全国代表大会决定,把“中央军事委员会实行主席负责制”写入《中国共产党章程》。军委主席负责制关系人民军队最高领导权和指挥权,在中国共产党领导军队的一整套制度体系中处于最高层次、居于统领地位。其基本内涵主要包括:中央军委主席负责中央军委全面工作;中央军委主席领导指挥全国武装力量;中央军委主席决定国防和军队建设一切重大问题。
人民军队必须全面深入贯彻军委主席负责制,强化政治纪律和政治规矩,增强政治意识、大局意识、核心意识、看齐意识,坚定道路自信、理论自信、制度自信、文化自信,确保绝对忠诚、绝对纯洁、绝对可靠,确保枪杆子永远听党指挥。
The CMC Chairperson Responsibility System
The CMC chairperson responsibility system is the institutional arrangement for practicing the Party’s absolute leadership over the military. It represents the top of the military chain of command, a role that combines central direction functions of both the Party and the state. This assignment of responsibility is based on experience the Party has gained, and constitutes an important element of China’s socialist political and military systems.
The Constitution of the People’s Republic of China (1982) stipulates, “The Central Military Commission shall practice a chairperson responsibility system.” At its 19th National Congress in October 2017, the CPC decided to enshrine in the CPC Constitution that “Chairperson of the Central Military Commission assumes overall responsibility over the work of the commission.” This rule vests the supreme military decision-making power in the chairperson of the CMC, and places this position at the very top of the organizational hierarchy of the people’s armed forces under the leadership of the CPC. It stipulates that the chairperson of the CMC gives overall direction for the work of the commission, commands the armed forces, and makes decisions on all major issues regarding national defense and the military.
The people’s armed forces must act on the CMC chairperson responsibility system in all respects. We must strengthen political discipline and political rules, heighten our political awareness, develop our ability to have a broader picture, follow the leadership core, and align all activities with the agenda of the central leadership. We must also strengthen our confidence in the path we take, the theory that guides us forward, the political system we choose, and the culture we nurture. In short, we must ensure the purity and reliability of the armed forces, and their absolute loyalty and allegiance to the Party.
