“四新”
2021年2月,习近平在贵州视察时指出,贵州各族干部群众要走好新时代的长征路,在西部大开发上闯新路、在乡村振兴上开新局、在实施数字经济战略上抢新机、在生态文明建设上出新绩,努力开创百姓富、生态美的多彩贵州新未来。
“四新”是以习近平同志为核心的党中央对贵州下一步发展赋予的新的重大使命。“四新”是相互贯通、互相促进的有机整体,闯新路是引领、是方向,开新局、抢新机、出新绩是支撑、是路径,共同构成了贵州推进现代化建设的行动方案和施工图。
贵州将按照“闯新路”的要求,以“敢为天下先”的巨大勇气,勇当新时代西部大开发的“拓荒牛”,为西部地区在绿色发展、扩大开放、推动高质量发展上闯新路,为西部大开发形成新格局作出贵州贡献。
贵州将按照“开新局”的要求,主动顺应“三农”工作重心的历史性转移,充分发挥独特优势,推动乡村产业振兴、人才振兴、文化振兴、生态振兴、组织振兴,让农业成为有奔头的产业、农民成为有吸引力的职业、农村成为令人向往的美丽家园。
贵州将按照“抢新机”的要求,以时不我待、只争朝夕的紧迫感,千方百计抢抓数字技术变革机遇,加快把数字经济做大做强,进一步巩固贵州大数据先行优势,抢占新一轮发展制高点。
贵州将按照“出新绩”的要求,坚持生态优先、绿色发展,坚决扛起“长江、珠江上游重要生态安全屏障”的重大责任,始终做到生态保护争上游、一江清水送下游。高质量建设国家生态文明试验区,创造更多可复制、可推广的体制机制成果,为老百姓提供更多更丰富的生态产品,不断提高人民群众对优美生态环境的幸福感和获得感。
Four-pronged New Vision
President Xi Jinping visited Guizhou in February 2021. During his inspection tour, he noted that officials and people of all ethnic groups should strive to make the "Long March" of the new era a success. Efforts should be made to tread new paths in the large-scale development of the western region, open up new prospects for rural revitalization, seize new opportunities in the implementation of the digital economy strategy, and make new achievements in promoting ecological progress, thus creating a new vision for a prosperous and ecologically sound Guizhou.
The Four-pronged New Vision marks a new task entrusted by the CPC Central Committee with Comrade Xi Jinping at its core. The four interconnected and mutually reinforcing elements comprise an integral whole. To tread new paths is to set the direction, while to open up new prospects, seize new opportunities, and make new achievements is the means to an end. The four elements together form a program of action for Guizhou's modernization drive.
Guizhou will be a bold pioneer in promoting the large-scale development of the western region in the new era. It will tread new paths in helping the western region pursue green development, open up wider, and achieve high-quality development, thus breaking new ground in the endeavor to develop the region on a large scale.
Recognizing the shift of focus in the efforts concerning agriculture, rural areas and farmers, Guizhou will give full play to its unique strengths and promote the revitalization of industry, talent, culture, the environment, and organizational structures in rural areas. By doing so, it will make agriculture a promising sector, farming an appealing occupation, and rural communities beautiful homes for people to live in.
With a keen sense of urgency, Guizhou will make every possible effort to seize the opportunities presented by digital technologies and to grow stronger in digital economy. It will consolidate its leading edge in big data, thus gaining the high ground in the new round of development endeavor.
In the principle of putting the environment first and pursuing green development, Guizhou will shoulder the important responsibility of safeguarding the ecological security in the upper reaches of the Yangtze River and the Pearl River, thus ensuring the quality of water in the lower reaches. It will build an excellent national ecological conservation pilot zone, produce more institutional outcomes that other areas might draw strength from, and provide a greater variety of ecological products to better satisfy the needs of the people for the beautiful environment.
