中国同位素与辐射技术的研究应用自列入《1956—1967 年科学技术发展远景规划纲要》以来,得到了有关政府部门的多方面支持和关注。国家科技部在历次的国家科技攻关计划或科技支撑计划中均给以支持。国家发改委为加快推动民用非动力核技术产业化,组织实施了《民用非动力核技术高技术产业化专项》,在2019年修订的《产业结构调整指导目录》中,将同位素、加速器及辐照技术应用开发列入鼓励类产业。国家发改委、科技部和公安部还依托有关单位分别建立了与同位素辐射技术相关的工程技术中心和危爆物品扫描探测技术国家工程试验室。
2021年,国家原子能机构联合科技部、公安部、生态环境部、交通运输部、国家卫生健康委、国家医疗保障局、国家药品监督管理局发布《医用同位素中长期发展规划(2021-2035年)》,推动医用同位素及相关产业能力水平提升,为健康中国战略的实施提供重要保障。国家原子能机构为保持中国核技术应用的基础能力,在核能开发专项中对一些基础性、共性技术的研究开发给予了重点支持,在固定资产投资中对同位素生产基础设施的建设给予重点保障。为推动核技术应用领域的产学研用融合发展,国家原子能机构围绕昆虫不育、辐照育种、放射性同位素及药物、电子束技术环境应用等方面设置了研发中心。
National Planning
Research on and application of isotopes and radiation technology in China have enjoyed strong support from relevant government departments since their inclusion in the Long-term Plan for the Development of Science and Technology (1956-1967). Government support has been provided through, inter alia, national science and technology research programs or science and technology support programs of the Ministry of Science and Technology. In order to accelerate industrial application of non-power nuclear technology, the National Development and Reform Commission launched a project for this purpose, and encouraged the development and application of isotope, accelerator and radiation technology by listing them as an area of focus in the Catalogue for Guiding the Adjustment of the Industrial Structure (2019). The National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Public Security have also established research centers and national laboratories focused on hazardous and explosive substance detection based on isotope and radiation technology.
In 2021, the China Atomic Energy Authority (CAEA), together with the Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Ecology and Environment, the Ministry of Transport, the National Health Commission, the National Healthcare Security Administration and the National Medical Products Administration, issued the Medium- and Long-term Development Plan for Medical Isotopes (2021-2035), which aims to improve the capacity of medical isotopes and related industries in support of the implementation of the “Healthy China” initiative. The CAEA has been a strong backer of the development of some general-purpose technologies, and provided pivotal funding for building the isotope production infrastructure to boost nuclear technology application. It has set up R&D centers focusing on sterile insect technique, radiation breeding, radioisotopes and radiopharmaceuticals, and application of electron beam technology in environmental protection, so as to promote the integrated development of production, teaching, research and application in the field of nuclear technology application.
