中国在确保安全的基础上开展核能和平利用，既满足当代人的需要，又不给子孙后代遗留隐患、构成危害，以保障人类文明永续发展。
中国核安全工作的基本原则是：安全第一、依法治核，预防为主、纵深防御，责任明确、独立监管，严格管理、全面保障。
Fundamental Nuclear Safety Principles
Safety underpins China’s pursuit of peaceful uses of nuclear energy. China’s objective is to meet the needs of the present generation without creating risk for or causing harm to future generations, and to ensure sustainable development of human civilization.
China’s fundamental nuclear safety principles are: putting safety first, and enforcing applicable laws and regulations; focusing on risk prevention, including by implementing a defense-in-depth approach; ensuring clear lines of responsibility and the independence of regulatory authorities; and implementing strict and comprehensive control mechanisms.
