“一带一路”倡议
“一带一路”是“丝绸之路经济带”和“21世纪海上丝绸之路”的简称。2013年9月和10月,习近平在出访中亚和东南亚时,分别提出了与有关国家共同建设“丝绸之路经济带”和“21世纪海上丝绸之路”的倡议。建设“一带一路”是中共中央作出的重大决策,是中国在新的历史条件下实行全方位对外开放的重大举措,是推动构建人类命运共同体的重要实践平台。
共建“一带一路”倡议源于中国,更属于世界。这一倡议根植于古丝绸之路的历史土壤,继承和发扬了以和平合作、开放包容、互学互鉴、互利共赢为核心的丝绸之路精神。“一带一路”倡议秉持和遵循共商共建共享原则,致力于实现政策沟通、设施联通、贸易畅通、资金融通、民心相通,是发展的倡议、合作的倡议、开放的倡议。
“一带一路”建设跨越不同地域、不同发展阶段、不同文明,是各方共同打造的公共产品。几年来,“一带一路”建设完成了总体布局,得到了160多个国家和国际组织的积极响应和参与,联合国大会、联合国安理会等重要决议也纳入“一带一路”建设内容。中国和相关国家政策沟通不断深化,设施联通不断加强,贸易畅通不断提升,资金融通不断扩大,民心相通不断促进,为世界经济增长提供更多动力,为国际经济合作开辟更大空间。
The Belt and Road Initiative
The Belt and Road Initiative (BRI) – China's proposal to cooperate with other countries in building a Silk Road Economic Belt and a 21st-Century Maritime Silk Road – was unveiled by President Xi Jinping during his visits to Central and Southeast Asia in September and October 2013. It is a strategic initiative launched by the central leadership and a major measure in China's all-round opening up in the current era. It also serves as an important platform for building a community with a shared future for humanity.
The BRI originated in China but belongs to the world. It is rooted in the history of the ancient Silk Road, and was devised to inherit and carry forward the spirit of the Silk Road, which embodies peace and cooperation, openness and inclusiveness, mutual learning, and mutual benefit. Guided by the principle of achieving shared growth through consultation and collaboration, the BRI focuses on policy coordination, connectivity of infrastructure and facilities, unimpeded trade, financial integration, and closer people-to-people ties. It is an initiative for development, cooperation, and opening up.
The BRI involves countries in different regions, at different development stages and with different cultures. It is a public good provided jointly by all relevant parties to the world.
Since its launch in 2013, a general framework of cooperation has been put in place, and more than 160 countries and international organizations have responded positively and participated in related activities. The UN General Assembly and Security Council have also made reference to the initiative in some of their resolutions.
Policy coordination between China and participating countries has improved, connectivity of infrastructure and facilities is more effective, unimpeded channels have been opened for trade, there is further financial integration, and people-to-people ties have become closer. This provides greater impetus to world economic growth and creates wider space for international economic cooperation.
