绿色低碳循环发展经济体系
生态环境保护和经济发展是辩证统一、相辅相成的，建设生态文明、推动绿色低碳循环发展，不仅可以满足人民日益增长的优美生态环境需要，而且可以推动实现更高质量、更有效率、更加公平、更可持续、更为安全的发展，走出一条生产发展、生活富裕、生态良好的文明发展道路。
建立健全绿色低碳循环发展经济体系，促进经济社会发展全面绿色转型，是解决中国资源环境生态问题的基础之策。2021年2月，国务院印发《关于加快建立健全绿色低碳循环发展经济体系的指导意见》，用全生命周期理念厘清了绿色低碳循环发展经济体系建设过程，明确了经济全链条绿色发展要求，强调使发展建立在高效利用资源、严格保护生态环境、有效控制温室气体排放的基础上，统筹推进高质量发展和高水平保护，确保实现碳达峰碳中和目标，为全方位全过程推行绿色规划、绿色设计、绿色投资、绿色建设、绿色生产、绿色流通、绿色生活、绿色消费，提出了一系列可操作、可落地的政策措施，首次从全局高度对建立健全绿色低碳循环发展的经济体系作出顶层设计和总体部署。
An Economic Structure Facilitating Green, Low-Carbon and Circular Development
Eco-environmental protection and economic development are mutually reinforcing. Building an eco-civilization and promoting green, low-carbon and circular development will satisfy people's growing desire for a pleasant environment, and support fairer and safer development that is of higher quality, more efficient, and more sustainable, and features increased production, higher living standards and healthy ecosystems.
Building a sound economic structure that facilitates green, low-carbon and circular development and promoting a green transformation in every aspect of economic and social development is fundamental to solving challenges to China related to resources and eco-environment.
In February 2021, the State Council released a document on accelerating the establishment of such an economic structure, which defined the full-chain process with specific requirements, and emphasized that development must be based on efficient use of resources, strict protection of the eco-environment, and effective control of greenhouse gas emissions. A holistic approach to high-quality development and high-standard protection is expected to help China peak carbon dioxide emissions and achieve carbon neutrality on schedule. To this end, the document rolled out a number of applicable policies and measures to support eco-friendly planning, design, investment, construction, production, logistics, lifestyle and consumption. This was China's first top-level design and overall plan for building a sound economic structure that facilitates green, low-carbon and circular development.
