社会组织
社会组织,主要包括社会团体、基金会、社会服务机构,是全面建设社会主义现代化国家的重要力量。社会组织坚持非营利属性,不得从事营利性经营活动。
社会团体,即中国公民自愿组成,为实现会员共同意愿,按照其章程开展活动的非营利法人。国家机关以外的组织可以作为单位会员加入社会团体。基金会,即利用自然人、法人或者其他组织捐赠的财产,以提供扶贫、济困、扶老、救孤、恤病、助残、救灾、助医、助学、优抚服务,促进教育、科学、文化、卫生、体育事业发展,防治污染等公害和保护、改善生态环境,推动社会公共设施建设等公益慈善事业为目的,按照其章程开展活动的非营利法人。社会服务机构,即自然人、法人或者其他组织为了公益目的,利用非国有资产捐助举办,按照其章程提供社会服务的非营利法人。截止到2021年年底,全国社会组织数量超过90万个,基本遍布所有行业和各个领域。社会组织在吸纳就业、公共
服务、国家和国际标准制定、脱贫攻坚、疫情防控、国际交流等方面发挥了积极作用。
Social Organizations
Social organizations are social groups, foundations, and social service agencies. These non-profit organizations are an important force in building China into a modern socialist country in all respects.
Social groups are non-profit legal entities that are formed voluntarily by Chinese citizens. They operate in line with their respective charters. Organizations other than state organs can join social groups as members.
Foundations are non-profit legal entities that operate in line with their respective charters and use the property donated by natural persons, legal entities, and other organizations to provide services related to poverty alleviation, assistance to those in difficulty, care to the elderly and orphans, care to those suffering illness and people with disabilities, disaster relief, medical assistance, schooling assistance, and services to the entitled groups, in order to support education, science, culture, health, sports, prevention and control of pollution and other public hazards, eco-environmental protection and conservation, public infrastructure, and other charity activities.
Social service agencies are non-profit legal entities that are set up by natural persons, legal entities, and other organizations with non-state asset donations to provide public-interest social services in line with their respective charters.
By the end of 2021, there were more than 900,000 social organizations, covering all fields and sectors in China. They have played an active role in creating jobs, providing public services, developing national and international standards, fighting poverty, epidemic prevention and control, and international exchanges.
