党委组织部

《中国共产党组织工作条例》指出,党中央以及地方党委设置组织部,各级党政机关、人民团体、国有企业和事业单位党组织设置组织工作机构或者专职工作岗位,专门负责组织工作。中央组织部指导各级组织部门工作,上级组织部门指导下级组织部门工作。

党委组织部的主要职责是:在党中央以及本级党委领导下,具体负责落实党的组织工作路线方针政策和决策部署,按照权限和分工制定、起草组织工作党内法规和规范性文件,推进组织制度贯彻落实;研究组织工作重要理论和实践问题,提出完善制度机制的政策建议,为党中央以及本级党委决策提供参考;负责党的组织体系建设,加强基层党组织和党员队伍建设;负责干部工作和干部队伍的统一管理,按照干部管理权限和分工负责领导班子建设的有关具体工作;负责人才工作的指导协调和人才的联系服务;负责公务员工作的统一管理;负责离退休干部工作的统一管理;统一管理机构编制委员会办公室;完成党中央以及本级党委交办的其他任务。

党中央一般每五年召开一次全国组织工作会议,对一个时期的组织工作作出全面部署。

Organization Department Under the Party Committee

According to the Regulations of the CPC on the Organizational Work, the Party's Central Committee and local committees all have an organization department under them. The Party organizations in the Party and state organs, people's organizations, SOEs, and public institutions also have bodies with similar functions or special posts in charge of the organizational work.

The Organization Department of the Party's Central Committee guides local organization departments at all levels, and higher-level organization departments guide those at lower levels.

The main duties of the organization departments are:

• to implement the line, principles, policies, decisions, and plans regarding the Party's organizational work, enact and draft intra-Party regulations and normative documents on the organizational work in line with their respective powers and division of work, and ensure implementation of the organizational institutions;

• to study important theoretical and practical issues in relation to the organizational work and make policy suggestions for improving relevant systems and mechanisms as decision-making references for the Party's Central Committee and the Party committees they belong to;

• to build the Party's organizational system and improve the primary-level Party organizations and the ranks of Party members;

• to exercise unified management of the officials and make recommendations related to the leading bodies in line with their respective powers and division of work;

• to guide and coordinate personnel work and maintain contact with the personnel;

• to exercise unified management of public servants and retired officials;

• to exercise unified management of the office of the staffing commission; 

• to fulfill other tasks entrusted by the Party's Central Committee and the Party committees they belong to.

Generally, the Party's Central Committee convenes a national meeting once every five years to make plans for the organizational work.
