乡村振兴
实施乡村振兴战略，是新时代做好“三农”工作的重大战略部署。习近平曾对实施乡村振兴战略进行系统阐述，并多次强调乡村振兴是包括产业振兴、人才振兴、文化振兴、生态振兴、组织振兴的全面振兴，明确提出农业农村现代化是实施乡村振兴战略的总目标，坚持农业农村优先发展是总方针，产业兴旺、生态宜居、乡风文明、治理有效、生活富裕是总要求，建立健全城乡融合发展体制机制和政策体系是制度保障。
作为中国重要的农业大省、人口大省，河南坚持把“三农”工作摆在重中之重的位置，大力实施乡村振兴战略。截至2022年年底，河南农业生产稳产增效，粮食产量连续6年保持在1300亿斤以上，农产品加工业成为万亿级产业，为保障国家粮食安全持续贡献河南力量；乡村建设扎实推进，全省所有行政村通硬化路、通客车，农村集中供水率达93%，农村生活垃圾收运处置体系覆盖所有行政村，农村人居环境整体提升，居民对村庄环境的满意度保持在90%以上；农民收入较快增长，2022年河南省农村居民人均可支配收入比上年增长6.6%，城乡居民收入比值继续缩小。
作为中国脱贫攻坚任务较重的省份，河南高质量打赢脱贫攻坚战，取得了现行标准下贫困人口全部脱贫、贫困村全部退出、贫困县全部摘帽的历史性成就。脱贫攻坚取得胜利后，中国“三农”工作重心实现历史性转移，由脱贫攻坚转向全面推进乡村振兴。为此，河南将努力扛稳粮食安全重任，在农业高质量发展上务求新提升；深化农村改革，在推进城乡融合发展上迈出新步伐；在基层治理上实现新提升，推动农业高质高效、乡村宜居宜业、农民富裕富足。
Rural Revitalization
Implementing the rural revitalization strategy is a major move to improve the work relating to agriculture, rural areas, and farmers in the current era. Xi Jinping has systematically expounded on how to implement the strategy. He emphasizes that the strategy targets comprehensive progress in businesses, the workforce, culture, ecological conservation, and the organizational structure. The goal is agricultural and rural modernization, so priority will be given to agriculture and rural areas to create a countryside featuring thriving businesses, pleasant living environments, social etiquette and civility, effective governance, and affluent life. Sound institutions, mechanisms, and policies for integrated urban-rural development will provide institutional guarantee for such an effort.
A province with strong agriculture and a large population, Henan has made strenuous efforts to implement the rural revitalization strategy. Its grain output exceeded 65 billion kilograms in 2022, the sixth year in a row, and the agro-processing industry generated an output value of one trillion yuan, making sustained contributions to China's food security. The province is also making steady progress with its rural development. All administrative villages have paved roads and bus connections and are covered by the domestic waste collection and treatment system, and 93 percent of them have a centralized water supply. The living environment has improved to the satisfaction of most residents. Farmers' income has seen a rapid increase. In 2022, the per capita disposable income of rural residents grew 6.6 percent from the previous year, further narrowing the urban-rural income gap.
Henan has fulfilled the arduous task of poverty alleviation along with the rest of the country, with rural people living below the current poverty line and poor villages and counties all eliminating absolute poverty. Following this historic accomplishment, the country has turned to promote rural revitalization across the board. In response to this shift, Henan will meet its responsibility for ensuring food security and strive for new progress in high- quality development of agriculture. It will deepen rural reform and advance urban-rural integrated development. It will further improve community-level governance and build a countryside with quality, efficient agriculture, a livable and work-friendly environment, and well-off farmers.
