持续深化国防和军队改革
国防和军队现代化是中国式现代化的重要组成部分。必须坚持中国共产党对人民军队的绝对领导，深入实施改革强军战略，为如期实现建军一百年奋斗目标、基本实现国防和军队现代化提供有力保障。
要完善人民军队领导管理体制机制，健全贯彻军委主席负责制的制度机制，深入推进政治建军，健全依法治军工作机制，深化军队院校改革，实施军队企事业单位调整改革。要深化联合作战体系改革，完善军委联合作战指挥中心职能，优化战区联合作战指挥中心编成，加强网络信息体系建设运用统筹，构建新型军兵种结构布局，优化武警部队力量编成。要深化跨军地改革，健全一体化国家战略体系和能力建设工作机制，完善涉军决策议事协调体制机制。
Deepening national defense and military reform
Modernization of national defense and the military is an integral part of Chinese modernization. The Party's absolute leadership over the people's armed forces must be maintained, and the strategy of strengthening the military through reform must be fully implemented, in order to provide a strong guarantee for realizing the centenary goal of the PLA in 2027 and basically modernizing national defense and the armed forces by 2035.
China will improve the institutions and mechanisms for leading and managing the people's armed forces. It will refine the institutional mechanisms for implementing the system of ultimate responsibility resting with the chairman of the Central Military Commission (CMC) and continue to enhance political integrity in the military. It will hone the working mechanisms for running the military in accordance with the law. The reform of military academies will continue. Military-affiliated enterprises and public institutions will also undergo adjustment and reform.
The country will further reform the joint operations systems, refine the functions of the CMC command center for joint operations, and optimize the composition of the command centers for joint theater operations. It will better coordinate the development and application of the network information system, develop a new framework of services and arms, and improve the composition of the armed police force.
It will deepen military-civilian reforms, improve the working mechanisms for developing integrated national strategies and strategic capabilities, and refine the institutions and mechanisms for military-related decision-making, deliberation, and coordination.
