深化文化体制机制改革
中国式现代化是物质文明和精神文明相协调的现代化。必须增强文化自信，发展社会主义先进文化，弘扬革命文化，传承中华优秀传统文化，加快适应信息技术迅猛发展新形势，培育形成规模宏大的优秀文化人才队伍，激发全民族文化创新创造活力。
要完善意识形态工作责任制，健全用党的创新理论武装全党、教育人民、指导实践工作体系，推动理想信念教育常态化制度化。要优化文化服务和文化产品供给机制，完善公共文化服务体系，健全文化产业体系和市场体系，建立文化遗产保护传承工作协调机构，健全文化和旅游深度融合发展体制机制。要健全网络综合治理体系，推进新闻宣传和网络舆论一体化管理，加强网络空间法治建设。要构建更有效力的国际传播体系，加快构建中国话语和中国叙事体系，全面提升国际传播效能。
Deepening reform in the cultural sector
Chinese modernization is modernization that balances material and cultural-ethical progress. China will boost its cultural confidence and work to develop advanced socialist culture, promote revolutionary culture, and carry forward the best of traditional Chinese culture. It will move faster to keep abreast of the dramatic development in IT, cultivate a vast pool of talent in the field of culture, and ignite the cultural creativity of the entire nation.
It will improve the responsibility system for ideological work and refine the working systems for arming the whole Party, educating the people, and guiding the practice with the Party's new theories. Activities to foster ideals and convictions will be carried out on a regular and institutionalized basis.
It will refine the mechanisms for supplying cultural services and products, improve the system of public cultural services, and refine the systems for cultural industries and markets. It will establish coordination agencies for preserving and passing down its cultural heritage and refine the institutions and mechanisms for promoting integration between culture and tourism.
It will improve the system for comprehensive cyberspace governance, promote integrated management of media communication and online public opinion, and step up law-based governance of cyberspace.
It will establish a more effective international communication system and move faster to develop its discourse and narrative systems with a view to making its international communication more effective.
