完善城乡融合发展体制机制
城乡融合发展是中国式现代化的必然要求。必须统筹新型工业化、新型城镇化和乡村全面振兴，全面提高城乡规划、建设、治理融合水平，促进城乡要素平等交换、双向流动，缩小城乡差别，促进城乡共同繁荣发展。
要健全推进新型城镇化体制机制，构建产业升级、人口集聚、城镇发展良性互动机制，健全城市规划体系，引导大中小城市和小城镇协调发展、集约紧凑布局。要巩固和完善农村基本经营制度，健全便捷高效的农业社会化服务体系，发展新型农村集体经济。要完善强农惠农富农支持制度，坚持农业农村优先发展，完善乡村振兴投入机制，加快健全种粮农民收益保障机制，推动粮食等重要农产品价格保持在合理水平。要深化土地制度改革，改革完善耕地占补平衡制度，优化土地管理，健全同宏观政策和区域发展高效衔接的土地管理制度，优先保障主导产业、重大项目合理用地，使优势地区有更大发展空间。
Promoting integrated urban-rural development
Integrated urban and rural development is essential to Chinese modernization. China will pursue coordinated progress in new industrialization, new urbanization, and all-around rural revitalization. It will facilitate greater urban-rural integration in planning, development, and governance across the board and promote equal exchanges and two-way flows of production factors between urban and rural areas, so as to narrow the disparities between the two and promote their shared prosperity and development.
It will strengthen the institutions and mechanisms for advancing new urbanization, put in place mechanisms to foster positive interactions between the processes of industrial upgrading, population concentration, and urban development, and improve urban planning to guide coordinated development of cities of all sizes and small towns and form closely knit clusters.
It will consolidate and improve the basic rural operation system, develop convenient and efficient commercial services to agriculture, and grow new models of rural collective economy.
It will improve the support systems to strengthen agriculture, benefit rural people, and bring prosperity to rural areas, continue to prioritize agricultural and rural development, and improve the investment mechanisms for rural revitalization. It will accelerate the improvement of the income guarantee mechanism for grain growers and ensure that the prices of grain and other major agricultural products remain at a reasonable level.
It will further reform the land system, refine the system for offsetting cultivated land that has been put to other uses, optimize land management, and refine relevant systems so that they are efficiently aligned with macro policies and regional development needs. It will give priority to the reasonable land needs of leading industries and major projects, with a view to creating greater development space for regions with competitive edge.
