健全宏观经济治理体系
科学的宏观调控、有效的政府治理是发挥社会主义市场经济体制优势的内在要求。必须完善宏观调控制度体系，统筹推进财税、金融等重点领域改革，增强宏观政策取向一致性。
要完善国家战略规划体系和政策统筹协调机制，构建国家战略制定和实施机制，围绕实施国家发展规划、重大战略促进财政、货币、产业、价格、就业等政策协同发力。要深化财税体制改革，健全预算制度，加强财政资源和预算统筹，优化税制结构，建立权责清晰、财力协调、区域均衡的中央和地方财政关系。要深化金融体制改革，加快完善中央银行制度，畅通货币政策传导机制，健全投资和融资相协调的资本市场功能，制定金融法，完善金融监管体系。要完善实施区域协调发展战略机制，构建优势互补的区域经济布局和国土空间体系。
Improving macroeconomic governance
Sound macro regulation and effective governance are essential for China to leverage the institutional strengths of its socialist market economy. It is therefore vital that it strengthen its macro regulation systems, coordinate reforms in the fiscal, tax, financial, and other major sectors, and guarantee the consistency of macro policy orientation.
China needs to improve its national strategic planning system and policy coordination mechanisms and develop mechanisms for formulating and executing national strategies. In order to promote national development plans and major strategies, it will foster greater synergy between its fiscal, monetary, industrial, pricing, and employment policies.
It will deepen the reform of the fiscal and tax systems, further improve the budget system, and strengthen unified management of all fiscal resources and budgets. It will improve the tax structure and establish a fiscal relationship between the central and local governments which is built on well-defined powers and responsibilities and appropriate allocation of resources, with an optimum balance between regions.
It will deepen reform of the financial system and move faster to improve the central banking system and the monetary policy transmission mechanism. It will strengthen the functions of the capital market to balance investment and financing, formulate a financial law, and improve the financial regulatory system.
It will improve the mechanisms for implementing the coordinated regional development strategy and develop a regional economic configuration and territorial spatial system with complementarity between different regions and territorial spaces.
