《中共中央关于进一步全面深化改革 推进中国式现代化的决定》
为贯彻落实中共二十大关于中国式现代化的战略部署，2024年7月，中共二十届三中全会通过《中共中央关于进一步全面深化改革 推进中国式现代化的决定》（以下简称《决定》）。《决定》紧紧围绕中国式现代化，锚定2035年基本实现社会主义现代化目标，对进一步全面深化改革的重要性和必要性、指导思想、总目标和原则作出深刻阐述，并从经济、政治、文化、社会、生态文明、国家安全、国防和军队等方面进行了全面部署。《决定》注重发挥经济体制改革牵引作用；注重构建支持全面创新体制机制；注重全面改革；注重统筹发展和安全；注重加强党对改革的领导。
《决定》提出，要构建高水平社会主义市场经济体制，健全推动经济高质量发展体制机制，构建支持全面创新体制机制，健全宏观经济治理体系，完善城乡融合发展体制机制，完善高水平对外开放体制机制，健全全过程人民民主制度体系，完善中国特色社会主义法治体系，深化文化体制机制改革，健全保障和改善民生制度体系，深化生态文明体制改革，推进国家安全体系和能力现代化，持续深化国防和军队改革，提高党对进一步全面深化改革、推进中国式现代化的领导水平，为中国式现代化提供强大动力和制度保障。
Resolution of the CPC Central Committee on further deepening reform comprehensively to advance Chinese modernization
To implement the strategic plans made at the 20th CPC National Congress, the 20th Central Committee adopted, at its third plenary session in July 2024, the resolution on further deepening reform comprehensively to advance Chinese modernization.
Targeting the issue of Chinese modernization and the goal of basic socialist modernization by 2035, the resolution elaborated on the importance and necessity, guiding philosophy, overall objectives, and guiding principles of deeper all-around reform and made overall plans for economic work, political affairs, cultural development, social issues, ecological conservation, national security, defense, and the military.
The resolution highlighted giving play to the leading role of economic structural reform, developing support institutions and mechanisms for all-around innovation, advancing all-around reform, balancing development and security imperatives, and strengthening the Party's leadership over reform.
The resolution focused on the following to provide strong impetus and institutional support for Chinese modernization:
• building a high-standard socialist market economy;
• promoting high-quality economic development;
• supporting all-around innovation;
• improving macroeconomic governance;
• promoting integrated urban-rural development;
• pursuing high-standard opening up;
• advancing whole-process people's democracy;
• promoting socialist rule of law with Chinese characteristics;
• deepening reform in the cultural sector;
• ensuring and improving the people's wellbeing;
• deepening reform in ecological conservation;
• modernizing China's national security system and capacity;
• deepening national defense and military reform;
• improving the CPC's leadership over further reform to advance Chinese modernization.
