处理好活力与秩序的关系
在现代化的历史进程中，处理好活力与秩序这一对关系是一道世界性难题。中国式现代化应当而且能够实现活而不乱、活跃有序的动态平衡。
要深化各方面体制机制改革，充分释放全社会创造潜能，鼓励科学家、企业家、文艺家等各方面人才特别是青年人才创新、创造。积极发展中国共产党党内民主，保障党员权利，采取切实有效措施解决不愿担当、不敢担当、不善担当等问题，充分调动广大党员干部干事创业的积极性。加强社会舆论引导，形成劳动创造财富、实干创造业绩、奋斗创造幸福的正确导向，防止轻视劳动、不劳而获、一夜暴富、坐享其成、消极躺平等不良思想滋长蔓延，充分激发全社会创造活力。统筹发展和安全，贯彻总体国家安全观，健全国家安全体系，增强维护国家安全能力，坚定维护国家政权安全、制度安全、意识形态安全和重点领域安全。提高公共安全治理水平，完善社会治理体系，提升社会治理效能。发展全过程人民民主，正确处理新形势下人民内部矛盾，努力把矛盾纠纷化解在基层、化解在萌芽状态，教育引导人民群众通过理性合法途径表达利益诉求、维护合法权益。强化社会治安整体防控，依法严惩群众反映强烈的各类违法犯罪活动，确保人民安居乐业。
Vitality and order
How to balance vitality and order has remained a global issue in the process of modernization of all countries. Chinese modernization can and will keep a dynamic balance between vitality and order.
China will advance institutional reform in various sectors, release the creative potential in society, and support scientists, entrepreneurs, writers, and artists, particularly young people, in their innovation and creation. Democracy inside the CPC will be developed to ensure the rights of Party members, and effective measures will be adopted to solve problems such as lack of will, courage, or ability to take on responsibilities and fully mobilize the Party members and officials to perform their duties and advance their undertakings. More efforts are needed to guide public opinion, encourage achieving wealth, success, and happiness through hard work, and fully inspire creative vitality in society, while preventing unhealthy attitudes such as belittling hard work, a desire to "get rich quick" without working for it, and idling in the hope of enjoying the fruits of others' work.
China will pursue development while safeguarding security by applying a holistic approach to national security, improving its national security system, increasing its capacity for safeguarding national security, and safeguarding the security of its state power, systems, ideology, and key areas. It will continue to strengthen public safety governance, improve the social governance system, and make social governance more effective.
It will continue to develop whole-process people's democracy and properly address disputes among the people. It will see that problems are resolved as they emerge at the community level and that the people are guided to express their concerns and defend their legal rights and interests through rational and legal means. A holistic approach will be followed to maintain law and order, take resolute action against illegal and criminal activities that cause grave public concern, and ensure that the people live in peace and contentment.
