处理好效率与公平的关系
中国式现代化既要创造比资本主义更高的效率，又要更有效地维护社会公平，更好实现效率与公平相兼顾、相促进、相统一。
要坚持和完善社会主义基本经济制度，毫不动摇巩固和发展公有制经济，毫不动摇鼓励、支持、引导非公有制经济发展，充分发挥市场在资源配置中的决定性作用，更好发挥政府作用。构建全国统一大市场，深化要素市场化改革，建设高标准市场体系，营造市场化、法治化、国际化营商环境，持续优化劳动、资本、土地、资源等生产要素配置，着力提高全要素生产率。加快建立以权利公平、机会公平、规则公平为主要内容的社会公平保障体系，保证人民平等参与、平等发展权利。深入推进司法体制改革，努力让人民群众在每一项法律制度、每一个执法决定、每一宗司法案件中都感受到公平正义。破除阶层固化的体制机制障碍，畅通社会上升通道。健全基本公共服务体系，提高公共服务水平，增强均衡性和可及性，扎实推进共同富裕取得更为明显的实质性进展。
Efficiency and fairness
Compared with capitalism, Chinese modernization will create higher efficiency, better safeguard social fairness, and more effectively balance efficiency and fairness for a mutually reinforcing effect.
China will uphold and improve basic socialist economic systems, unswervingly consolidate and develop the public sector, and unswervingly encourage, support, and guide the development of the non-public sector. The market will play the decisive role in resource allocation, and the government will better play its role. Efforts will continue to build a unified national market, advance reforms for the market-based allocation of production factors, and establish a high-standard market system. China will foster a business environment that is market-oriented, law-based, and
internationalized and continue to improve the allocation of workforce, capital, land, resources, and other factors of production and raise total factor productivity.
China will move faster to establish a system for ensuring fairness in society featuring, among other things, equal rights, equal opportunities and fair rules for all to ensure the people's equal rights to participation and development.
It will further reform the judicial system and ensure that the people feel justice is served in each and every legal stipulation, enforcement decision, and judicial case. It will remove the institutional obstacles to social mobility and enable the people to move up the social ladder.
It will improve the basic public services system, raise public service standards, and make public services more balanced and accessible, so as to make solid progress toward common prosperity.
