基本建成法治国家、法治政府、法治社会
中共二十大报告将“基本建成法治国家、法治政府、法治社会” 列入2035年中国发展的总体目标，强调“坚持法治国家、法治政府、法治社会一体建设”，全面推进国家各方面工作法治化。
法治国家是法治建设的目标。一个国家的法治程度越高，其经济社会发展水平往往也越高。法治是中国式现代化的重要保障，必须全面贯彻实施宪法，维护宪法权威，协同推进立法、执法、司法、守法各环节改革，健全法律面前人人平等保障机制，弘扬社会主义法治精神，维护社会公平正义。
法治政府建设是全面依法治国的重点任务和主体工程，是推进国家治理体系和治理能力现代化的重要支撑。要加快构建职责明确、依法行政的政府治理体系，全面建设职能科学、权责法定、执法严明、公开公正、智能高效、廉洁诚信、人民满意的法治政府。
法治社会是构筑法治国家的基础。要推动全社会增强法治观念，健全社会领域制度规范，加强权利保护，推进社会治理法治化，依法治理网络空间，加强组织保障，以建设信仰法治、公平正义、保障权利、守法诚信、充满活力、和谐有序的社会主义法治社会。
Building a law-based country, government, and society
"Building a law-based country, government, and society" was one of China's overall development objectives for the year 2035 stated in the report to the 20th CPC National Congress, which emphasized integrated steps to build a country, government, and society based on the rule of law and ensure that all work of the state is carried out under the rule of law.
Building a law-based country is the goal of the rule of law. The higher the level of the rule of law, the more developed the economy and society. The rule of law provides an important guarantee for Chinese modernization. China must ensure that the Constitution is applied and its authority upheld, coordinate the reforms to promote sound legislation, law enforcement, administration of justice, and observance of the law, and improve the mechanisms for ensuring that all are equal before the law, so as to promote socialist rule of law and uphold social fairness and justice.
Building a law-based government is a key task in advancing the rule of law in all respects. It supports China's effort to modernize its system and capacity for governance. China will develop a law-based administrative governance system with clear functions and responsibilities and build a law-based government with well-defined functions and duties, law-mandated powers and responsibilities, strict law enforcement, transparency and impartiality, efficiency supported by intelligent technologies, and integrity and honesty, to the satisfaction of the people.
A society based on the rule of law is the foundation of a law-based country. China will raise public awareness of the rule of law, improve the institutions and norms for social affairs, better protect people's rights, reinforce the rule of law in social governance, manage cyberspace in accordance with the law, and strengthen organizational guarantee, so as to build a vigorous, harmonious, and orderly society under socialist rule of law to ensure faith in the law, fairness and justice, protection of rights, observation of the law, and integrity.
