全过程人民民主制度更加健全
中共十九届六中全会历史决议将“发展全过程人民民主”作为习近平新时代中国特色社会主义思想的重要内容纳入“十个明确”中。中共二十大报告将“发展全过程人民民主”写入中国式现代化的本质要求，并将“全过程人民民主制度更加健全”列入2035年中国发展的总体目标。
全过程人民民主是社会主义民主政治的本质属性，是最广泛、最真实、最管用的民主。全过程人民民主实现了过程民主和成果民主、程序民主和实质民主、直接民主和间接民主、人民民主和国家意志相统一，是全链条、全方位、全覆盖的民主。发展全过程人民民主，要坚定不移走中国特色社会主义政治发展道路，不断加强人民当家作主制度保障，坚持和完善中国根本政治制度、基本政治制度、重要政治制度，全面发展协商民主，积极发展基层民主，巩固和发展最广泛的爱国统一战线，形成全面、广泛、有机衔接的人民当家作主制度体系，把人民当家作主具体地、现实地体现到国家政治生活和社会生活各方面。
Improving the system for whole-process people's democracy
"Developing whole-process people's democracy" is one of the 10 affirmations of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as defined in the resolution adopted by the 19th CPC Central Committee at its sixth plenary session. It was one of the essential requirements of Chinese modernization as stated in the report to the 20th CPC National Congress, which listed "improving the system for whole-process people's democracy" as one of China's overall development objectives for the year 2035.
Whole-process people's democracy is the defining feature of socialist democracy; it is democracy in its broadest, most genuine, and most effective form. It integrates process-oriented democracy with result-oriented democracy, procedural democracy with substantive democracy, direct democracy with indirect democracy, and people's democracy with the will of the state. It covers all aspects of the democratic process and all sectors of society.
To advance whole-process people's democracy, China must stay on the path of socialist political development with Chinese characteristics, strengthen the institutions that guarantee the people's status as masters of the country, uphold and improve China's foundational, basic, and important political systems, fully develop consultative democracy and democracy at the grassroots, and consolidate and develop the broadest possible patriotic united front. These efforts will help establish a comprehensive, extensive, and well-coordinated system of institutions to guarantee the people's running of the country in concrete and visible ways in all aspects of China's political and social activities.
