加快发展新质生产力
2023年，习近平总书记首次提出“新质生产力”这一概念。2024年1月，习近平总书记在中共中央政治局第十一次集体学习时强调，发展新质生产力是推动高质量发展的内在要求和重要着力点。2024年7月，中共二十届三中全会对健全因地制宜发展新质生产力体制机制作出全面部署。
新质生产力是创新起主导作用，摆脱传统经济增长方式、生产力发展路径，具有高科技、高效能、高质量特征，符合新发展理念的先进生产力质态。它由技术革命性突破、生产要素创新性配置、产业深度转型升级而催生，以劳动者、劳动资料、劳动对象及其优化组合的跃升为基本内涵，以全要素生产率大幅提升为核心标志，特点是创新，关键在质优，本质是先进生产力。
培育壮大新质生产力是一项长期任务和系统工程。要坚持系统观念，坚持以实体经济为根基，以科技创新为核心，以产业升级为方向，着力推动劳动者、劳动资料、劳动对象及其优化组合的跃升和质变。
Fostering new quality productive forces
Xi Jinping put forward the idea of new quality productive forces in 2023. He emphasized, at a group study session of the Political Bureau of the CPC Central Committee held in January 2024, that developing new quality productive forces is a key focus for high-quality development. In July 2024, the 20th CPC Central Committee, at its third plenary session, rolled out plans on improving the institutions and mechanisms for fostering new quality productive forces suited to local conditions.
New quality productive forces are an advanced form of productivity where innovation plays a leading role. They break away from the traditional models of economic growth, are characterized by high technology, high efficiency, and high quality, and reflect the new development philosophy. They are the outcomes of revolutionary breakthroughs in technology, innovative allocation of production factors, and in-depth industrial transformation and upgrading and will lead to leapfrog development of workers, means and objects of labor, and their optimal combination. They are in nature advanced productive forces driven by innovation and delivering high quality and will lead to a significant increase in total factor productivity.
Fostering and strengthening new quality productive forces is a systematic, long-term project. China must apply systems thinking, take the real economy as the foundation, focus on scientific and technological innovation, and target industrial upgrading.
