实现高水平科技自立自强

当前,新一轮科技革命和产业变革突飞猛进,科学研究范式正在发生深刻变革,学科交叉融合不断发展,科学技术和经济社会发展加速渗透融合。科技创新广度显著加大,深度显著加深,速度显著加快,精度显著加强。

中共十九大确立了到2035年跻身创新型国家前列的战略目标,中共十九届五中全会提出了坚持创新在中国现代化建设全局中的核心地位,把科技自立自强作为国家发展的战略支撑。中共二十大报告强调,到2035年,实现高水平科技自立自强。

立足新发展阶段、贯彻新发展理念、构建新发展格局、推动高质量发展,必须加强原创性、引领性科技攻关,坚决打赢关键核心技术攻坚战;强化国家战略科技力量,提升国家创新体系整体效能;推进科技体制改革,形成支持全面创新的基础制度;构建开放创新生态,参与全球科技治理;激发各类人才创新活力,建设全球人才高地。

Greater self-reliance and strength in science and technology

At present, a new round of scientific and technological revolution and industrial transformation is advancing by leaps and bounds. The paradigms of scientific research are undergoing profound changes, interdisciplinary integration is expanding steadily, and scientific and technological advances are rapidly translating into economic and social development. The scope of scientific and technological innovation has significantly expanded, the depth increased, the speed picked up, and the precision improved.

The 19th CPC National Congress held in October 2017 set the strategic goal of having China join the ranks of the world's most innovative countries by the year 2035. At its fifth plenary session, the Party's 19th Central Committee put innovation at the heart of China's overall modernization drive and made greater self-reliance and strength in science and technology a strategic support for China's development. The 20th CPC National Congress set the additional goal of achieving greater self-reliance and strength in science and technology by 2035.

To apply the new development philosophy, create a new development dynamic, and promote high-quality development in the new stage of development, China needs to devote more effort to original and pioneering research and make breakthroughs in core technologies in key fields; boost its strength in strategic science and technology and the overall performance of its innovation system; advance the reform of scientific and technological systems and form basic institutions supporting all-around innovation; build an open innovation ecosystem and participate in global science and technology governance; and encourage talented innovators in all fields and build China into a global powerhouse of talent.
