民主观
发展全过程人民民主是中国式现代化的本质要求之一。中国是工人阶级领导的、以工农联盟为基础的人民民主专政的社会主义国家，国家一切权力属于人民。人民民主是社会主义的生命，是全面建设社会主义现代化国家的应有之义。全过程人民民主是社会主义民主政治的本质属性，是最广泛、最真实、最管用的民主。中国坚定不移走中国特色社会主义政治发展道路，坚持中国共产党的领导、人民当家作主、依法治国有机统一，坚持人民主体地位，充分体现人民意志、保障人民权益、激发人民创造活力。
通向幸福的道路不尽相同，各国人民有权选择自己的发展道路和制度模式，这本身就是人民幸福的应有之义。民主同样是各国人民的权利，而不是少数国家的专利。实现民主有多种方式，不可能千篇一律。一个国家民主不民主，要由这个国家的人民来评判。中国共产党发展全过程人民民主，拓展民主渠道，丰富民主形式，扩大人民有序政治参与，确保人民依法通过各种途径和形式管理国家事务，管理经济和文化事业，管理社会事务。
Outlook on democracy
Developing whole-process people's democracy is integral to Chinese modernization. China is a socialist country operating a people's democratic dictatorship under the leadership of the working class based on an alliance of workers and farmers, and all state power belongs to the people. People's democracy is the lifeblood of socialism, and it is an essential feature of the effort to build a modern socialist country in all respects. Whole-process people's democracy is the defining feature of socialist democracy; it is democracy in its broadest, most genuine, and most effective form.
China will firmly keep to the path of socialist political advancement with Chinese characteristics, uphold the unity of the CPC's leadership, the position of the people as masters of the country, and law-based governance, and ensure the principal position of the people, so as to give full expression to their will, protect their rights and interests, and inspire their creativity.
There are different paths to wellbeing. All peoples are entitled to choose their own development paths and institutional models. This is what wellbeing entails. In the same vein, democracy is the right of all peoples, rather than an exclusive privilege of the few. There are multiple ways and means to realize democracy. It is up to its people to judge whether a country is democratic or not.
The CPC has developed whole-process people's democracy and worked to expand democratic channels, diversify the forms of democracy, and encourage orderly involvement of the people in political affairs. This has ensured that the people have the right to participate in various ways in the management of state, economic, cultural, and social affairs in accordance with the law.
