坚持深化改革开放

坚持深化改革开放，就是深入推进改革创新，坚定不移扩大开放，着力破解深层次体制机制障碍，不断彰显中国特色社会主义制度优势，不断增强社会主义现代化建设的动力和活力，把中国制度优势更好转化为国家治理效能。

这一项重大原则表明，改革开放是决定中国式现代化成败的关键一招。1978年12月召开的中共十一届三中全会作出的对内改革、对外开放的政策，为中国式现代化注入不竭动力源泉。实践发展永无止境，解放思想永无止境，中国全面深化改革开放也永无止境，只有进行时、没有完成时。

This principle means that China will intensify efforts to advance reform, explore new ground, and remain steadfast in expanding opening up. It will work hard to remove deep-seated institutional barriers, fully tap into the strengths of the system of socialism with Chinese characteristics, and continue to imbue socialist modernization with fresh dynamism and vitality. It will excel in translating its institutional strengths into effective governance.

This principle shows that reform and opening up is the key move that determines the success of Chinese modernization. The policies of domestic reform and opening up to the outside world, which were adopted at the third plenary session of the 11th CPC Central Committee held in December 1978, have given huge impetus to Chinese modernization. There is no end to practice and development, and there is no end to the effort to free people's mind. Likewise, China's reform and opening up is also an ongoing process with no final destination.
