实现高质量发展
高质量发展是全面建设社会主义现代化国家的首要任务，是中国式现代化的本质要求，这是根据中国发展阶段、发展环境、发展条件变化作出的科学判断。发展是中国共产党执政兴国的第一要务。没有坚实的物质技术基础，就不可能全面建成社会主义现代化强国。高质量发展就是能够很好满足人民日益增长的美好生活需要的发展，是体现新发展理念的发展，是创新成为第一动力、协调成为内生特点、绿色成为普遍形态、开放成为必由之路、共享成为根本目的的发展。
中国坚持以推动高质量发展为主题，完整、准确、全面贯彻新发展理念，坚持社会主义市场经济改革方向，坚持高水平对外开放，加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局，把实施扩大内需战略同深化供给侧结构性改革有机结合起来，增强国内大循环内生动力和可靠性，提升国际循环质量和水平，加快建设现代化经济体系，因地制宜发展新质生产力，着力提高全要素生产率，着力提升产业链供应链韧性和安全水平，着力推进城乡融合和区域协调发展，推动经济实现质的有效提升和量的合理增长。
Pursuing high-quality development
High-quality development is the primary task in building China into a modern socialist country in all respects. It is one of the essential requirements of Chinese modernization. This is a judgment based on the current stage, environment, and conditions of China's development. Development is the Party's top priority in governing and rejuvenating the country. Without solid material and technological foundations, China cannot become a great modern socialist country in all respects.
High-quality development can help meet the people's increasing needs for a better life, as it reflects the new development philosophy, with innovation as the primary driving force, coordination as a built-in feature, eco-friendly growth as the general pursuit, opening up as a natural choice, and sharing as the ultimate goal.
High-quality development therefore becomes China's overarching task. The country will fully and faithfully apply the new development philosophy on all fronts, continue with reform to develop the socialist market economy, promote high-standard opening up, and accelerate efforts to foster a new development dynamic with the domestic economy as the mainstay supported by interaction between domestic and international economic flows. It will ensure that the strategy to expand domestic demand is integrated with the efforts to extend supply-side structural reform, boost the dynamism and reliability of the domestic economy while engaging at a higher level in the global economy, and move faster to build a modernized economy. It will foster new quality productive forces suited to local conditions, raise total factor productivity, make its industrial and supply chains more resilient and secure, and promote integrated urban-rural development and coordinated regional development, so as to improve its economic performance and expand its economic output.
