全球文明对话合作网络
当今世界和平与发展面临诸多挑战,多元文明对话交流比以往任何时候都更加紧迫、更加重要。全球文明倡议倡导加强国际人文交流合作,探讨构建全球文明对话合作网络,促进各国人民相知相亲。中国始终秉持“和而不同”理念,积极倡导和参与世界范围的文明对话交流,人文交流成为对外关系发展的重要支柱。
21世纪以来,中国相继建立了中俄、中美、中英、中欧、中法、中印尼、中南非、中德、中印、中日等10个国家或地区间的高级别中外人文交流机制,覆盖联合国安理会常任理事国、世界主要发达国家、发展中大国和地区代表性国家。在与其他国家双边关系和多边合作框架下,均将人文交流列为重要领域。
此外,中国开创性举办“一带一路”国际合作高峰论坛、亚洲文明对话大会、中国共产党与世界政党高层对话会等高端交流活动,实施“你好!中国”入境旅游促进计划、“文化丝路”计划、“欢乐春节”活动、“茶和天下·雅集”系列活动、文化旅游年和人文交流年、国际艺术节等文化交流品牌活动,通过多种途径为文化、教育、体育、青年等不同领域人文交流搭建平台,充分激发各国公共部门、私营机构、民间组织参与文明交流互鉴的积极性,让各国人民广泛参与全球文明对话进程。中国与联合国文明联盟、联合国教科文组织等机构携手举办多场文明交流对话会、研讨会,不断推动形成文明交流互鉴的国际共识。
A global network for inter-civilizational dialogue and cooperation
Currently, world peace and development are under threat, and dialogue and exchanges among diverse civilizations are more urgent and important than ever before.
The GCI advocates promoting robust international people-to-people exchanges and cooperation and exploring the building of a global network for inter-civilizational dialogue and cooperation, in order to increase understanding and intimacy among people of all countries. Embracing the philosophy of "harmony without uniformity", China actively supports and participates in global dialogue and exchanges among civilizations and regards people-to-people exchanges as a pillar of its foreign relations.
Since the beginning of the 21st century, China has established high-level mechanisms for people-to-people exchanges with Russia, the US, the UK, the EU, France, Indonesia, South Africa, Germany, India, and Japan, which represent the permanent members of the UN Security Council, major developed countries, and major developing countries. It has also highlighted people-to-people exchanges in other bilateral relations and under other multilateral cooperation mechanisms.
In addition, China has hosted high-level activities such as the BRF, the Conference on Dialogue of Asian Civilizations (CDAC), and the CPC in Dialogue with World Political Parties High-level Meeting and launched signature events such as the "Hello China" tourism promotions, the Cultural Silk Road program, the Happy Chinese New Year celebrations, the "Tea for Harmony" salons, cultural and tourism years, people-to-people exchange years, and international art festivals. These have provided platforms for exchanges involving culture, education, sports, and young people. They have mobilized the public sector, private institutions, and non-government organizations in different countries and encouraged more people to join the global dialogue of civilizations. China has also worked together with UNAOC and UNESCO and jointly conducted dialogues and seminars on cultural exchanges to build international consensus.
