落实联合国《不同文明对话全球议程》
尊重文明多样性、倡导文明交流对话是联合国一贯奉行的价值原则。20世纪90年代一些西方学者提出“文明冲突论”，为此，时任伊朗总统哈塔米提出“文明间对话”理念，联合国按照他的建议将2001年设立为“不同文明对话年”，并于2001年11月9日通过了《不同文明对话全球议程》。该议程指出，不同文明对话是不同文明之间和内部的一个进程，其基础是兼容并包，以及通过对话了解、发现和检验各种臆断、展现共同意义和核心价值以及综合多种观点的集体愿望。联合国大会重申人类应该既不惧怕也不抑制同一社会之中和不同社会之间的差异，强调所有文明均须通过与其他文明的对话丰富与发展自己。
中国提出的全球文明倡议的精神与价值内核同《不同文明对话全球议程》一脉相承。中国政府始终坚持与联合国教科文组织、联合国文明联盟等机制的沟通和对接，与各方共同推动落实联合国《不同文明对话全球议程》。
Implementing the Global Agenda for Dialogue Among Civilizations
Respecting the diversity of civilizations and advocating dialogue among civilizations have always been the value principles pursued by the UN. In the 1990s, some Western scholars put forward the "clash of civilizations" theory. In response, Mohammad Khatami, then president of Iran, proposed the concept of "dialogue among civilizations". The UN, following his suggestion, designated 2001 as the "Year of Dialogue Among Civilizations" and adopted the Global Agenda for Dialogue Among Civilizations on November 9, 2001.
The Agenda pointed out that dialogue among civilizations is a process between and within different civilizations, founded on inclusion, and a collective desire to learn, uncover and examine assumptions, unfold shared meaning and core values and integrate multiple perspectives through dialogue. The UN General Assembly reaffirmed that human beings should neither fear nor repress differences within and between societies but cherish them as a precious asset of humanity and emphasized that all civilizations are enriched and have evolved through dialogue with other civilizations.
The China-proposed GCI resonates with the spirit and core values embodied in the Agenda. The Chinese government has maintained communication and alignment with the United Nations Educational, Scientific, and Cultural Organization (UNESCO), the United Nations Alliance of Civilizations (UNAOC), and other mechanisms and worked together with relevant parties to implement the UN document.
