真正的多边主义
多边主义是指依据普遍行为的原则,协调三个或三个以上国家的制度形式。多边主义的要义是国际上的事由大家共同商量着办,世界前途命运由各国共同掌握。真正的多边主义坚持共商共建共享的全球治理观,以公平正义、开放包容为理念引领全球治理改革,认为各个国家不分大小、强弱、贫富都是国际社会的平等一员,都能够参与全球性的多边制度,并有自己的发言权,共同决定多边事务。坚持真正的多边主义,其目的是兼顾各国的利益和关切,推动各国在多边合作中实现互利共赢。维护和践行真正的多边主义,是完善全球治理的途径,也是解决时代课题的出路。
中国奉行真正的多边主义,主张坚定维护以联合国为核心的国际体系、以国际法为基础的国际秩序、以联合国宪章宗旨和原则为基础的国际关系基本准则,倡导平等有序的世界多极化和普惠包容的经济全球化,坚决反对一切形式的单边主义、保护主义、霸权主义、强权政治。
中国将继续发挥负责任大国作用,维护真正的多边主义和发展中国家共同利益,支持扩大发展中国家在国际事务中的代表性和发言权,推动将促进各国共同发展、解决全球发展不平衡问题作为国际多边合作的重要议程,让各国都能成为全球发展的参与者、贡献者、受益者。
True multilateralism
Multilateralism is an institutional form which coordinates relations among three or more states on the basis of "generalized" principles of conduct. The key to multilateralism is that the international affairs are managed by all countries through consultation and that the future of the world is created by all countries together.
True multilateralism promotes global governance featuring extensive consultation and joint contribution for shared benefit and advances reform of global governance based on fairness, justice, openness, and inclusiveness. Regardless of size, strength, and wealth, all countries are equal members of the international community and have the right to participate in the multilateral systems with global influence, have their voices heard, and contribute to decision-making. True multilateralism accommodates the interests and concerns of all countries and seeks win-win cooperation. Safeguarding and practicing true multilateralism is an effective way to improve global governance and address the challenges of the times.
China upholds true multilateralism. It is firm in safeguarding the international system with the UN at its core, the international order underpinned by international law, and the basic norms governing international relations based on the purposes and principles of the UN Charter. It supports an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization and opposes all forms of unilateralism, protectionism, hegemony, and power politics.
China will continue to play its role as a major country that shoulders its responsibilities. It will safeguard the shared interests of developing countries and support their drive to have better representation and a greater say in global affairs. It will work to see that issues such as promoting common development of all countries and addressing global development imbalance be put on the agenda of international multilateral cooperation, so that all countries can participate in, contribute to, and benefit from global development.
