“三个之变”与百年未有之大变局
当今世界正经历百年未有之大变局，这样的大变局不是一时一事、一域一国之变。2022年4月，习近平在博鳌亚洲论坛2022年年会开幕式上指出，当下，世界之变、时代之变、历史之变正以前所未有的方式展开，给人类提出了必须严肃对待的挑战。“三个之变”是中国领导人站在人类社会发展的全局、以大历史观的视野对世界发展大势作出的判断。
“三个之变”具体表现在国际经济格局、世界政治格局、全球治理格局、科学技术和产业格局等方面均处于大发展大变革大调整时期。一方面，新一轮科技革命和产业变革深入发展，国际力量对比深刻调整，“全球南方”声势卓然壮大，和平、发展、合作、共赢的历史潮流不可阻挡。另一方面，国际形势变乱交织，全球发展深层次矛盾突出，恃强凌弱、巧取豪夺、零和博弈等霸权霸道霸凌行径危害深重，和平赤字、发展赤字、安全赤字、治理赤字加重，人类社会面临前所未有的挑战。
在这样的时代背景下，中国提出构建人类命运共同体，推动构建新型国际关系，主张不同社会制度、不同意识形态、不同历史文化、不同发展水平的国家在国际事务中利益共生、权利共享、责任共担，携手应对挑战、实现共同繁荣，建设一个持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界。
Momentous changes on a scale unseen in a century
Today, the world is experiencing changes on a scale unparalleled in a century. The changes involved are not disconnected or short-term, and they do not involve merely one country or one region. As Xi Jinping emphasized at the opening of the Boao Forum for Asia held in April 2022, currently, global, epoch-making, and historical changes are unfolding in ways like never before, posing challenges that humanity must take seriously.
These are the conclusions drawn by the Chinese leader from the broader historical perspective regarding global trends and human progress.
The changes we face take the form of great development, profound transformation, and significant adjustment in international economic structures, political landscapes, global governance frameworks, science and technology, and industrial structure.
On the one hand, the new round of scientific and technological revolution and industrial transformation is advancing in depth, and the international balance of power is undergoing profound adjustments. The Global South is growing in remarkable momentum, and the trends of peace, development, cooperation, and mutual benefit are irresistible.
On the other hand, the international situation is fraught with both changes and chaos, and deep-seated problems in global development are becoming prominent. Hegemonic, domineering, and bullying acts such as the use of strength to intimidate the weak, exploitation by trickery, and zero-sum games have caused severe harm. The deficits in peace, development, security, and governance are worsening, and human society is facing unprecedented challenges.
Against such a background, China has proposed building a community with a shared future for humanity and promoting a new type of international relations. It holds that countries with different social systems, ideologies, histories, cultures, and levels of development have common interests, common rights, and common responsibilities in international affairs, and they should work together to overcome challenges, achieve shared prosperity, and build an open, inclusive, clean, and beautiful world of lasting peace, universal security, and common prosperity.
