和平与发展的时代主题
1985年3月,邓小平在会见日本商工会议所访华团时首次明确提出了“和平与发展是当代世界的两大问题”的重要论断。1987年党的十三大报告明确将和平与发展确定为时代主题,为中国作出走和平发展道路的战略选择、及时制定和调整对外政策提供了重要依据。
当前,和平与发展的时代主题没有变,各国人民对美好生活的追求没有变,国际社会同舟共济、合作共赢的历史使命也没有变。世界各国人民都希望生活在祥和安康的环境中,期盼战争、暴力、饥饿、贫困远离人类。和平是发展的前提,没有和平,发展就无从谈起。发展是和平的保障,没有发展,世界不可能有持久和平。国家无论大小、强弱、贫富,都应该做和平的维护者和促进者,推动更加包容、更加普惠、更有韧性的全球发展。
中国始终坚持走和平发展道路,始终是维护世界和平的坚定力量。中国是唯一将和平发展道路写入宪法和执政党党章、上升为国家意志的大国,在坚定维护世界和平与发展中谋求自身发展,又以自身发展更好维护世界和平与发展,走出了一条与传统大国崛起截然不同的新路。在长期实践中,中国提出并坚持和平共处五项原则,确立并奉行独立自主的和平外交政策,向世界作出永远不称霸、永远不搞扩张的庄严承诺。中国倡导世界各国顺应和平、发展、合作、共赢的时代潮流,共同走和平发展道路,努力促进世界和平安宁和人类共同进步。
Peace and development: the trends of the times
In March 1985, when meeting with a delegation from the Japanese Chamber of Commerce and Industry, Deng Xiaoping pointed out that "Peace and development are the two outstanding issues in the world today". In 1987, "peace and development as the trends of the times" was written into the report to the 13th National Congress of the CPC. Against this backdrop, China made a strategic decision to follow peaceful development and formulated and adjusted its foreign policies accordingly.
Today, peace and development remain the trends of the times, the aspiration of the people of all countries for a better life remains unchanged, and the international community must continue to pursue its historic mission to seek win-win cooperation.
All people want to live a peaceful and healthy life, a life free from war, violence, hunger, and poverty. Peace is the precondition for development, and development secures lasting peace.
Countries, regardless of size, strength, and wealth, should all safeguard and promote peace and work for global development that is inclusive, resilient, and beneficial to all.
China is committed to the path of peaceful development and stands firm in safeguarding world peace. It is the only major country that has written "peaceful development" into its Constitution and the constitution of its governing party, turning "peaceful development" into the will of the state. China strives to safeguard world peace and development as it pursues its own development, and it will make greater contributions to world peace and development through its own development. The path that China has followed is very different from that of the established powers.
China was the initiator of the Five Principles of Peaceful Coexistence, and it has upheld these principles and remained firm in pursuing an independent foreign policy of peace. It has pledged to the international community that it will never seek hegemony or pursue expansionism. It calls on all countries to follow the trends of the times featuring peace, development, cooperation, and mutual benefit, pursue peaceful development, and promote world peace and human progress.
